Abstract. The danger of injuries and accidents in various industries such as transportation and construction urges the government to control the occupational health and safety more strictly. However, in order to do so with the minimal costs modern risk management tools, have to be implemented. Risk-based approach is an essential tool for competent risk-assessment and used in a great variety of other countries, demonstrating great results in providing of safe working environment. The article describes the problems that the implementation of the method faces in Russia and suggests certain ways to resolve them.
A new indicator for monitoring the level of labor protection at construction sites in the agricultural sector is proposed – the construction safety index with consideration of risk, which combines the Elmery system and the Fine-Kinney method. This method shows a complete picture of ensuring the level of labor protection at the construction site, taking into account emerging risk situations in the dynamics of construction. The universality of this approach allows each enterprise, depending on its technological features, to determine the list of hazards that it is going to control, which will allow predicting the development of negative scenarios, as well as planning the amount of money to ensure the proper level of labor protection.
The paper discusses the calculation of the indicator presented in the form of the treat level, which makes it possible to predict and characterize the emerging risk situations in the workplace. The calculation of the threat level is intended for use in assessing the organization of safe working conditions in the workplace, taking into account the labor process. The presented calculation of the threat level is universal, regardless of the type of work, the number of workers and the duration of work. The use of this indicator at enterprises will improve organizational measures to ensure safe working conditions, which will contribute to improving the quality of decisions made and prompt response to ongoing processes.
