The study of entrepreneurship remains a difficult scientific problem. The use of historical approach is one way of resolving this issue. Developing entrepreneurship is one of the subjects to be studied by the emerging science, where classical, non-classical and postnonclassical stages of the development are distinguished. The concept of entrepreneurship is complemented by and expanded at each of these stages. Nevertheless, researchers only approach the definition of entrepreneurship. Consensus on this issue is missing. Different researchers indicate different characteristics of entrepreneurship. Identification of the main characteristics of entrepreneurship and the approach to understanding its essence through the use of historical approach is the purpose of the present article. The author suggests that the concept of entrepreneurship is broadened and fundamental principles of entrepreneurship are complemented at different stages of the development of a market economy. Researchers detect various changes in the entrepreneurship and describe them in the historical framework of classical and non-classical stages of the genesis of science. Entrepreneurship is getting entrepreneurial income by active economic entities in the course of their risky activities, search for and use of possibilities, establishment of new production, implementation of innovations and participation in the so called «creative destruction». The creation of new capital (commercial, industrial or agricultural), the use of special personal qualities of entrepreneurs and their specific behaviour is the fundamental basis of entrepreneurship. The diversity of manifestations of entrepreneurship and the extend of its fundamental pillars will enable to successfully predict and adjust his development, including in the countries with a transitive economy.
Entrepreneurship is the main domestic source of economic development. Scientific knowledge on the state of entrepreneurship is changing along with society, economy and people. The paper applied the principle of methodological pluralism and integrative approach to the study of entrepreneurship. Entrepreneurship in its development does not lose, but only changes the old characteristics. Features capital directly and immediately affect the entrepreneurship. Researchers of entrepreneurship should focus their efforts on the study of emerging forms of capital.
The article shows the essence of crowdsourcing as a modern management technology, as the basis for innovative business models and as a way of expanding the resource base of business. It figures out the structural elements of crowdsourcing, the advantages and disadvantages of crowdsourcing and problems associated with the use of crowdsourcing technology.
Entrepreneurship plays a decisive role in the development of the economy. Expansion of the scale of entrepreneurial activity is carried out in various ways. The first most common method is the spontaneous formation of entrepreneurial ecosystems. Another way is the development by the government of the corresponding economic policy. The Russian state pursues such policy. It establishes a favorable legal regime for the implementation of entrepreneurial and investment activities in selected territories and renders state support to specific areas of such activity or to certain entities. Different authors define the entrepreneurial ecosystem differently. But the entrepreneur always takes a central place in it and plays a leading role in its creation and maintenance. Experts believe that entrepreneurial ecosystems include economic, social, institutional and other important factors and components that have an interactive impact on the creation, discovery and use of entrepreneurial opportunities. With the use of favorable opportunities, entrepreneurs can freely create new capital in various types and forms. On the territories of advanced socioeconomic development, there are no number of important factors and components that contribute to the manifestation of entrepreneurial activity. This collective monograph continues a series of scientific studies and publications on the problems of strategic planning, which have been carried out for several years at the Financial University under the Government of the Russian Federation with the involvement of specialists from other scientific and educational organizations. A series of research papers in 2017-2019 was devoted to the analysis of strategic development risks and the analysis of global strategic planning practice, the general methodology of strategic planning and forecasting (including in the context of ensuring Russia's economic security), the approach to the formation of life cycles of preparation and revision of strategic planning documents and their comparative analysis, the experience of coordinating budget, project and process types of management and financing, monitoring risks and threats, the use of new information tools in the strategic planning complex, including blockchain, and also naturally develops such aspects of previous research as analysis of world practice, coordination of budget, project and process types of management and financing, the use of information technologies. However, at the same time, a special task was set — to approach a comprehensive analysis of the strategic planning process as a whole, especially to study its documentary support as the core of the organization of this process and the implementation of its results in the practice of public administration, as well as to analyze the scientific support of strategic planning as an essential aspect of all strategic planning and strategic management activities in the entirety of its aspects (goal setting, forecast, design, programming, planning, control and audit). It is intended for specialists from the humanities, natural sciences and technical fields of knowledge focused on management and development problems, for undergraduates and postgraduates, as well as for a wide audience of management practitioners, including those related to strategic planning processes in the public sector.
