The processes of formation and efficiency evaluation of the transport and logistics clusters’ operation as a tool of national transport competitiveness, possibility to attract investment to the field, in order to reach a high point of innovation development, are of a great interest nowadays. All mentioned above make additional requests to the modern specialists in the transport industry. It is possible to solve this problem as a result of cooperation between transport enterprises and higher education institutions in the process of cluster operation. Thus, the subject of research is effective cooperation between transport enterprises and higher education institutions in the process of cluster structures’ cooperation. The aim of the research is the development of an integrated index of operating efficiency evaluation of transport enterprises and higher education institutions to evaluate its cooperation under the conditions of operation of transport and logistics cluster (TLC). Methodology. In the research process, the methods of scientific knowledge such as analysis and synthesis were used in studying of the activity of self-supporting separated subdivision of Kiliya Shipbuilding and Repair Yard of Private Joint- Stock Company “Ukrainian Danube Shipping Company” and State University of Infrastructure and Technologies in 2015–2017. Economic-mathematical methods were used to make integrated index calculation of operating efficiency evaluation of transport enterprise and higher education institute, value scale determination of the integrated index of operating efficiency evaluation of the clusters’ entity. The expert evaluation method is used to define the values, characterized operation of transport enterprises and higher education institutions under the conditions of their cooperation within TLC and their significance. Method of scientific abstract is applied to come to theoretical general conclusions. The system approach is the main one in the research. Results. In the article, the methodological approach was used, it includes value system determination based on the expert evaluation, method of integrated index calculation and value scale development of an integrated index to evaluate performance efficiency of transport enterprises and higher education institutions under the conditions of their cooperation in transport and logistics cluster. This approach was applied on the example of the activity of self-supporting separated subdivision of Kiliya Shipbuilding and Repair Yard of Private Joint-Stock Company “Ukrainian Danube Shipping Company” and State University of Infrastructure and Technologies. It is determined that entities of transport and logistics cluster can achieve a general positive economic impact. Practical implications. Practical consequences are connected with the opportunity to use suggested methodological approach to make the calculation of entities’ efficiency as a result of their cooperation in the cluster. The practicability of the cooperation between transport enterprises and educational institutions in the transport and logistics cluster in this research is proved by the opportunity to get a lot of advantages as a result of this cooperation, by the positive change of main operating index of the cluster’s members. It is base for the development of further enterprise development strategy, proved by a jury of opinion and calculated integrated index of the effectiveness of their activity. Value/originality. Originality lies in the development of scientifically-grounded formulas for integrated index calculation of operating efficiency evaluation of transport enterprises and higher education institutions in the transport and logistics cluster and opportunity to identify efficiency level of their cooperation according to developed value scale.
The article examines the aspects of the conceptual model of state communication strategy (SCS), which implements the approaches of European integration. Tasks to be solved by SCS are established. They include, in particular, a decrease in the lack of information in society, the lack of communication between communities and each citizen, ignorance of the direction of current political processes, and a decrease in the level of social tension. The main goal of the conceptual model of this strategy was formulated. This is the unity of society on the way to overcoming threats, reducing society's level of public anxiety, fear of taking responsibility for actions, for the protection of the country and public good, and to use all the mechanisms and tools provided by European integration. The importance of the formation of reliable feedback and the introduction of a self-regulatory process is indicated. Defects in the communication process have been identified, and SCS must be directed to correct them. A structural diagram of a conceptual model of the implementation of SCS with the realization of EU approaches was developed using a system approach. The developed scheme should become a methodical basis for the construction of SCS, which implements the approaches and basic principles of European integration under the conditions of discrediting the work of the aggressor. It is indicated that the conceptual model should take into account the need for external communication. For this purpose, it is necessary to improve the contractual basis between Ukraine and the EU in the sphere of security policy. The main paradigm of external communication which consists of the need to form a synergy of all public strata in the formation of information influence on the outside world for the implementation of cooperation policy and reduction of common threats has been revealed. The creation of a synergistic effect should be the result of SCS implementation.
Topicality. Property is a difficult complex system category, which in its development underwent significant continuous quantitative and qualitative changes. The problem of different interpretations of the economic category �property� aggravated by the fact that scientists lack a unanimous approach to identifying types, kinds and forms of ownership, which indicates the diversity of approaches to the classification of property. Aim and tasks. of the article is to substantiate the theoretical approaches to the definition of the economic content of property in the process of its transformation and development and the study of the classification of types and forms of ownership in particular from the point of viev of traditional and modern classification. Research results. The article analyzes the approaches of outstanding scientists to the theoretical concept of the category "property" in different eras of the development of economic science. The study showed that at present it is advisable to distinguish between classical and modern classification of property. Therefore, the authors have formed a classical classification that includes two types of property: private, which exists in two forms: simple private property and capitalistic private property, and public property, which has two types � collective and state property. The modern classification based on modern views and trends in the evolution of property relations in society, based on the position that it is incorrect to single out only private and public types of ownership, because in this approach a separate individual and a work collective are identified, which may include tens, hundreds or more workers. Conclusions. Therefore, in the modern classification of property, types of ownership are collective (group), private, which are combined into a group of non-state types of ownership, as well as public (state) and supranational which form a group of state ownership types. In spite of the fact that there are no species in the modern classification of property and in the classification according to the legislation, practical experience indicates that there are still varieties of property. Therefore, it is advisable to classify property not only by types and forms, but divided into types according to various classification criteria, namely by objects of ownership, by subjects of ownership, depending on the type of property, by the number of owners, by features of objects, by levels of privatization.
