The purpose of this article is to empirically assess the qualitative parameters of the effectiveness of human capital for business digitalization in Ukraine. Using a survey of 500 business representatives in Ukraine and the Fibonacci rule, and taking into account the digital business transformation level, the qualitative levels of human capital efficiency have been classified. Also, using the method of principal components, the system of factors of human capital's effectiveness for the intensification of digitalization has been empirically substantiated. An empirical model for assessing the quantitative levels of human capital effectiveness in the context of digital business transformation has been developed using integral assessment. The potential for the development of business digitalization based on the factors' actual values has been determined. The results obtained can become the basis to improve the quality of human capital for the successful introduction of modern digital technologies into the country's business processes.
In Ukraine, there is a steady increase in the mortality rate of the population, which is due to the low quality of medical provision. The main advantages and the efficiency factor of the health care system in the Western European countries are analyzed; the key factors regulating medical provision in Ukraine are systematized; the effectiveness of modern health care reform in Ukraine is evaluated; practical recommendations to improve the administrative and legal regulation of the system are developed. The analysis showed that the effectiveness of health care reform in Ukraine is currently about 30%, and the high mortality rate of the population in Ukraine is primarily due to the low quality of medical care and inadequate investment in the industry. The main health problems in Ukraine are failure to comply with legislation on the amount of funding and remuneration in the public health system, high levels of corruption and lack of control over the competence of doctors, inaccessibility of medical products for consumers due to the pharmaceutical market monopolization.
It is argued that the assessment of the security level of the bank lending activities should be made taking into account the socio-economic interests of all participants in the credit process. The developed methodology of the score assessment of the security level of credit operations of the bank includes not only an analysis of the security status of the credit operations of a particular bank, but also an assessment of the external conditions of its implementation. The process of assessment of the security level of the bank credit operations is implemented in five stages: the development of a system of security indicators for the bank credit operations; formation of the information base, which consists of bank reporting (financial and managerial) and macroeconomic indicators; analysis of security indicators; preparation of the report on the state of security; advising on adjustment of the bank's policy to enhance security of credit operations and prevent the effects of possible threats. The introduction of a methodology for scoring in the practical activities of banks will allow to obtain objective characteristics of the security of credit operations, identify weaknesses, strengthen security measures, improve the bank's credit policy to prevent the effects of possible threats.
In the context of intensive integration, Ukraine’s access to international markets, clusters become a means of promoting the exchange of information and the emergence of new producers that appear from the supplier or consumer industries, as well as from related industries. Clusters are growth centers, and it is with their assistance that national industries are able to maintain their superiority among other countries. The development of clusters is of particular importance for stimulating the development of micro, small and medium enterprises, and cluster policy, in turn, becomes an important component of economic development and economic policy in Ukraine. Clustering covers all relevant stakeholders at the state level, at the local government level, scientific communities and education, cluster enterprises, business associations and the like. Therefore, the cluster is a promising medium for the links development to enhance competitiveness. Within the clusters, enterprises can overcome isolation and take advantage of collective efficiency. Clustering defines growth opportunities and can become a powerful tool for economic and social development. Moreover, at the institutional level, cluster initiatives allow to concentrate resources in the target area and, thus, promote knowledge, corporate governance and industrial skills, which in turn lead to many positive impacts on economic development. The article outlines the current trends in the activation of cluster initiatives and presents the main features of the genesis of clusterization. Problems with the peculiarities of the gradual clusters formation have been identified and disclosed. The road map for the Ukrainian clusters formation is presented. The clustering features in the regions are formed, the cluster development resources are identified, the cluster support models are accentuated.
Introduction. Business environment functions according to peculiar laws and rules. That constantly accompanied by commercial risks, setbacks and a variety of conflicts. Failure to resolve and exacerbate conflicts in the business environment threatens to cause unforeseen losses of expected profits, cash or property, bankruptcy, debt growth and more. Therefore, the threat of adverse effects of commercial conflicts, the issue of implementation and development of business mediation is relevant as a rapid method of conflict resolution on terms of mutual agreement of the parties' interests in view of the lengthy terms of court proceedings. The purpose of the article is to scientifically substantiate the approach to systematization and prioritization of factors of business mediation development in the current conditions of economic development of Ukraine as a method of successful non-judicial settlement of commercial conflicts. Results. In September 2019, 326 senior and middle managers of Ukrainian companies have surveyed to identify key factors for the development of mediation in the business environment in Ukraine in order to resolve commercial conflicts. It is established that business representatives need immediate practical implementation of business mediation, but at the same time, there is low awareness of Ukrainian entrepreneurs about the existence of a mediation institute, its principles and the procedure for conducting it. Using the principal component method (factor analysis), the factors component composition of business mediation development in modern conditions of Ukrainian economy development has been determined. The hierarchical structure of factors for the business mediation development as an effective institution for resolving commercial conflicts has been determined by calculating the variance percentage. It is determined that the factors of business mediation development are formed by 32,4% of the potential level by calculating the integral indicator. Conclusions. The following system of key factors of business mediation development in modern conditions has been determined on the empirical research basis: the factor of institutional development; education factor; psychological factor and efficiency factor. The most destructive influence on the business mediation development is played by the retarded factors of institutional development and education. These research results can be used in the state strategy setting of business mediation development in Ukraine. The identified system of factors can serve as a guideline for the introduction of the necessary state measures for the non-judicial settlement development of commercial conflicts in the business environment in Ukraine, and determining the priority of their implementation.
