In article the various integrated indicators used at this stage of genesis of the concept of safety allowing to carry out, with a certain share of convention, monitoring of key parameters of economic security of economic system of Russia are considered. The attention to need of the comprehensive analysis of a big range of indicators on this perspective and synthesis from them priority which excess of critical levels causes emergence of the whole range of threats is focused, and their restriction demands expeditious state intervention – development of complex strategy of safety.
In this article the problem of application of innovations in tourist branch is considered. The reasons limiting widespread introduction of innovations to the sphere of tourism, consisting on the one hand in incomplete perception firms of process of innovative activity, and with another – in small participation of the state in support of the firms introducing system management of in-novative activity reveal. For activation of factors of innovative growth in the region the creation of prerequisites for formation of the favorable environment the innovation environment are required, the main structural element of which is innovation infrastructure. In the article the authors examined the infrastructure of innovation activity of agrarian-industrial region on the example of Tambov region. Major subsystems of infrastructure are identified and analyzed: regulatory and institutional (industrial-technological, information and expert consulting, financial, marketing, personnel), the list of organizations included in these subsystems is shown, as well as their purpose and function. Statistical data on the number and production of postgraduate and doctoral students and the main indicators of development of science in the region are reviewed and analyzed, on the basis of which the conclusion was made about reducing not only the number of personnel engaged in scientific research and development, but also in the number of graduate and doctoral students, graduating from educational institutions of the region. However, despite the lack of highly qualified personnel, Tambov region has considerable potential for development. In addition, an analysis of the main indicators of innovation activities and expenditures for research and development was conducted, which showed a change in the financing structure. A decrease in domestic expenditure on research and development and a significant increase in the proportion of financing at the expense of the Federal budget are shown. The main problems of innovative development of the Tambov region are revealed: not developed overall system of infrastructure support of innovation activities in the region, low level of innovative activity, reducing the number of research and development of new products and services; insufficient financial resources in research and development; absence of clearly established system of interaction between government, science and business. This, in its turn, leads to a small percentage of introductions of scientific developments into production.
The article reveals the reasons for quantitative and qualitative deformation of the process of reproduction of la-bor resources in the regions of central Russia on the example of Tambov region. Attention is focused on the scale and dynamics of this deformation, which is the main difference from previously existing depopulation processes. Based on the analysis of consequences of structural changes, a whole range of regional problems is identified, including: labor depopulation, "narrowed" reproduction, labor shortages, spatial disproportion, "aging", "replacing" migration, "brain drain", de-qualification, low level and quality of life, deformed industry structure of the economy, undeveloped infrastructure. In this context, security threats for a regional economic system are identified, oriented almost exclusively for a short period. Conclusion is made about the need for rapid development of the state anti-crisis policy in this area, based on integrated approach and including measures to improve: market mechanism of functioning, main generator of which should be an "innovative drive", infrastructure, relations in the sphere of social reproduction and in the market labor, quality of life of population, level of social security, etc.
Increasing importance of innovative development has resulted in the need for more in-depth study of its nature, content and forms of interaction between the participants of this process, find ways to improve its effectiveness. It becomes obvious that the formation of the country on the path of high-quality development is impossible without a systematic and well-calibrated state support of innovation activity of enterprises. With the development of the domestic economy enterprise is faced with a vast array of problems to solve on their own that it can not. That is why you need a balanced and effective innovation infrastructure aimed at supporting, encouraging and developing entrepreneurship. Innovative firms are actively conducting research and development, making a significant contribution to the process of innovation, technological renewal of production. Orientation government policy to improve the status of science and education, encouraging companies involved in knowledge-intensive production, export promotion of high-tech products, will create the foundations of a fundamentally new model of economic growth for Russia. Enhancing the development dimension of innovation activity of enterprises in the short to medium term posluzhitbazisom for laying the foundation of an efficient economy. The article analyzed the micro-level innovation system, the basic ways of organizing innovation activities of enterprises, analyzed the organizational structure of the organizations associated with the development and implementation of innovations, the main problems faced by the enterprises of this sector, due to the need for state support of innovative activity at the micro level, by creating market-oriented innovation infrastructure, determined the nature, objectives and components of the innovation infrastructure, considered aspects needed to build an effective infrastructure.
