Municipal property is one of the economic components of local self-government. It is an important factor of the sustainable socio-economic development of the city. The population evaluates results of municipal property management. Municipal property has to satisfy needs of residents which requires the effective use of methods and forms of municipal property management. The lack of effective management forms causes a budget gap. Therefore, it is necessary to choose effective forms of municipal property management. To solve this problem, the author carried out a comparative analysis of the existing municipal property management forms and methods. The article suggests mechanisms aimed at improving the efficiency of municipal property management. The mechanisms account for modern municipality development priorities, can increase business efficiency in the local real estate market, improve the quality of municipal management, contribute to the rational use of municipal property objects.

The specific nature of municipal property makes it possible to use it as a tool for development of the municipal territory. Efficient municipal management should be aimed at coordinating goals and objectives of all management subjects related to municipal property objects. The efficient municipal property management system requires a new body coordinating activities of all participants in the existing management system. It is useful to apply the foreign experience of municipal property management and implement international and Russian quality management standards into the activities of local authorities.

This article presents an overview of the main aspects of cleaner production as a preventive environmental strategy that integrates into production processes to make them more environmentally efficient in terms of the use of resources and raw materials, among others. Reference is made to the general aspects of environmental impact focused on production systems, the origin and general evolution of the concept, as well as its definition, general aspects, advantages and difficulties for its implementation. In general, it is concluded that cleaner production is a strategy that can help to reduce the environmental impact of different production systems; however, activities are needed to disseminate and make it known to various stakeholders, and to emphasize the social, environmental and economic benefits that its application can bring.

Municipal property is one of the components of the economic basis of local self-government, and an important factor of the sustainable social and economic development of the city territory. The population feels and evaluates the results of the municipal property management by how its vital needs and interests are satisfied. This is to these needs and interests that municipal property is to serve that indicates its special role and causes the necessity to develop innovative approaches to the system of the municipal property management. Lack of attention of local authorities to this problem is a reason of social conflicts and a deficit of local budgets. Therefore, the management municipal property based on innovative approaches is an urgent task. To solve these issues, the author proposes, firstly, the mechanism for the formation of an innovative approach to the management system of municipal property. Secondly, he suggests a method that allows increasing efficiency of the municipal property management. The proposed mechanisms allow taking into account modern priorities of the municipal development, increasing entrepreneurial activity on the real estate market of municipalities, improving the quality of the municipal authorities’ management, and rationally using the existing municipal property objects.
