The recruitment of political party for a political position in local level in Indonesia mostly done in a transactional way through party elites in the local level. The management of party does not apply the democratic principle on the party recruitment and regeneration at the local level so that the chosen officer or government often exposed by legal issue and an in effectivegovernment. This study aims to analyze the recruitment model of a politicalparty in North Sumatera for the political position (governor and mayor). By using qualitative research method through Focus Group Discussion (FGD) and in-depth interview with political party elites, academics, elements of government and political party observer society in North Sumatera. Research results how sthatthe recruitment conducted by the political party to become a political officer is transactional. Most of them do not have complete documents of the recruitment process at the local level. Some of the parties which owning complete documents, inconsistently conduct the recruitment process as mentioned in documents. The recruitment of political party in local level also push as ide the potential cadres because of political fundmatter.
The election of leadership in Islam is synonymous with choosing a leader of the faith. This condition gave rise to the practice of politicizing religion to gain popular support. The narrative of electing leaders of the same faith is a mounting issue. As a result, it creates a polarization of hatred based on differences in support, was the case in the Regional Head Election in North Sumatra Province, Indonesia. Consolidation of democracy at the local level led to polarization of hatred based on religious issues among voters when elections were held. This polarization of hatred based on religious issues can cause segregation and provoke social conflict. The study was conducted through a qualitative approach, a relevant literature search, in-depth interviews and focus group discussions. The research findings show the amplification of religious issues in the 2018 North Sumatra Regional Head Election, primarily through the intermediary role of religious leaders and elite political ‘shops’ who are closely synonymous with Islam. The background beliefs of different actors, and the strengthening the politicization of religion is one of the advantages of one of the actors. Moreover, religious leaders can mobilize support through religious activities that may cause serious polarization. Hate polarization may occur among supporters of each candidate due to the growing issue of religion, especially the issue of "religious blasphemy", which is associated with one of the candidate pairs. The role of Islamic community organizations and the movement of actors' closeness to Muslims, strengthen the polarization. It is vital to strengthen and embrace all by using religious figures to reduce the impact of conflict on regional head elections towards a happy and diverse community where respect and tolerance abound.
This research based on a phenomenon the victory of candidate Edy Rahmayadi and Musa Rajekshah in Galang. Galang, where is a town in multi ethnic and religion. Theories used in this study are the theory about the general election, the behavior of voters, and the participation of voters. The population of this research are the citiziens who are domicile in Galang and registered as a voter in 2018 north sumatera governor general election and used 100 sample in this study. The research method used is a quantitative method. The results of research that based on the analysis and evaluation obtained show that religion (the sociological factors), image/figure of a candidate (psychological factors), and the achievements of the candidate (rational factors) have a significant relationship with the behavior of the voters at the general election the Governor of North Sumatra in Galang
