Green technology innovation is an important means to break out of the constraints of resources and the environment, enhance the competitiveness of enterprises, and achieve the upgrading of industrial structures, and promote high-quality economic growth. In order to realize the overall improvement of the green technology innovation capability of Chinese enterprises, it is necessary to measure the efficiency of industrial enterprises’ green technology innovation and explore their regional differences. In this paper, from the perspective of a two-stage innovation value chain, by introducing the industrial carbon emissions per unit of Gross Domestic Product (GDP) and the “three wastes” pollutants into the research framework of green technology innovation efficiency, we established a novel green innovation efficiency evaluation indicator system for industrial enterprises. Furthermore, we used a two-stage network DEA with shared input to measure the efficiency of regional enterprises’ green technology innovation and explored the regional differences in industrial enterprises’ green technology R&D and the efficiency of green technology achievement transformation. Finally, we provide some suggestions for improving China’s industrial enterprises’ green innovation efficiency, so that they can ameliorate the significant regional imbalances and differences and realize high-quality economic growth.
PurposeThe paper attempts to construct a novel multi-objective grey hierarchical group consensus approach to deal with the group consensus problems consisting of hierarchical relationship and non-cooperative behaviors among decision makers (DMs).Design/methodology/approachTo deal with these group consensus problems consisting of hierarchical relationship and non-cooperative behaviors among DMs non-cooperative behavior in uncertain information systems, considering the influence of coordination cost and the degree of group consensus, based on the idea of grey situation decision-making, the authors establish a multi-objective grey hierarchical group consensus model, and design different invalid decision elimination rules for decision-making groups of different sizes, and use a case verifies the effectiveness and feasibility of the model.FindingsWith the continuous improvement of the coordination cost budget, the degree of consensus of all departments and the overall consensus tend to be stable, and will no longer change with the increase of the coordination cost budget. The cost required by each department is basically consistent with the response trend of the cost required to coordinate the overall situation to the pre-set lower limit of group consensus.Originality/valueThe proposed approach can succeed in identifying DMs' information, and mine the DMs' information and help make a relatively more scientific decision.
There exist many two-level group consensus problems with different psychological behaviors of decision makers. To deal with these group consensus problems and reach a stable consensus, based on the principles and methods of grey system, utility theory and group consensus, we use grey utility function to describe and reflect decision makers ' opinion preferences in different subgroups and different levels, and then we construct a two-level group consensus method with a moderator, and exploit it to solve the negotiation problems of the natural gas subsidy.
