How to purchase social capital effectively concerns the success or failure of PPP project. In the bidding process, due to the fuzziness of project information in PPP project, it is difficult for experts to quantify the scores of various indicators of social capital. However, traditional project information is relatively clear. If traditional project evaluation method is simply applied to the PPP project procurement, it is likely to be difficult to accept. Therefore, based on triangular fuzzy multi-attributes decision-making theory, this paper takes the situation that decision makers are unable to give accurate measurement due to the fuzziness of project information into account and selects suitable bidding evaluation indicators to establish corresponding evaluation model. By means of TOPSIS, this model could carry out a comprehensive evaluation of social capital and obtain the ranking quickly by which we could obtain a more reasonable bidding evaluation results of PPP project. The case analysis proves practicality and effectiveness of this model 1 .
The detection and identification of the seabed cable is becoming an important task in the marine engineering. The features of the magnetic anomaly can be used to detect the existence of the seabed cable. The magnetic field model is presented, and the consistency of the magnetic anomaly distribution between the simulation of the model and the observed data is verified. The comparison shows that the seabed cable can be effectively detected and identified with reasonable method.
The backscattering intensity collected by multi beam sonar system and scanning sonar system can be used to classify seabed bottom characteristics. However, there are many problems that have not been solved in the practical application. This paper attempts to sort out and analyze the problems encountered in the classification process and put forward some solutions. The traditional method for processing multi-beam real-time attitude compensation data did not consider the influence of attitude compensation error, which left attitude residual in data. So a new method for processing multi-beam data of real-time attitude compensation was proposed. By studying the nature of attitude compensation error, the calculation method of systematic attitude compensation error was put forward. The concept of correction threshold was introduced and the specific determination method was given. Finally, combining with the principle of real-time attitude compensation, a systematic attitude compensation error correction method, which makes use of a tracking algorithm considering attitude to make secondary attitude correction, was proposed, and the specific processing flow was given. By comparing the data processing accuracy of the tradition method and the new method, the results showed that the new method can effectively reduce the influence of systematic attitude compensation error, and significantly improve the data processing accuracy.
