This study aims to determine the quality of the website of the DKI Jakarta Province Human Resources Development Agency with the address https://www.bpsdm.jakarta.go.id as a media of information about activities and institutions related to the development of competencies for civil servants (PNS) within the Government. DKI Jakarta Province is based on the perceptions of end users by analyzing end users' perceptions of usability, informaton quality and interaction quality using the WebQual 4.0 method. Data collection was carried out by survey using a questionnaire via Geogle Form with 22 statements based on the WebQual dimension and one statement about the whole (overall) with 438 respondents from the entire population of civil servants of the DKI Jakarta Provincial Government as many as 60,691 people as of September 30, 2020, but who meet requirements as many as 398 respondents. The website quality analysis stage is by describing the survey data. The prerequisite for the test is to test the validity and reliability. Furthermore, data analysis by calculating the score and average on each indicator. The results of this test analysis indicate that the variables of usability, informaton quality and interaction quality on the website of the BPSDM DKI Jakarta Province have quality. The results of this study have implications for the need for BPSDM DKI Jakarta Province to evaluate the maintenance and development of the website that has been built used to improve service quality.
Pembelajaran secara daring menjadi alternatif strategi pelatihan dalam pengembangan kompetensi sumber daya manusia yang sejalan dengan perkembangan kemajuan teknologi di era 4.0. Penelitian ini bertujuan untuk mengetahui sejauh mana efektifitas pelatihan komunikasi publik secara daring bagi Aparatur Sipili Negara yang diselenggarakan oleh BPSDM Provinsi DKI Jakarta dengan mengidentifikasi kemampuan fasilitator, ketercapaian hasil belajar, dan pelaksanaan pembelajaran. Metode yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data wawancara mendalam dan dokumentasi. Wawancara dilakukan terhadap 7 responden yang terdiri dari 6 orang peserta, 1 orang fasilitator, 1 orang penyelenggara. Hasil wawancara diperoleh bahwa ketepatan waktu memulai dan mengakhiri pembelajaran sudah cukup baik, kemudahan dalam mendapatkan materi sudah baik, fasilitator mampu menguasai situasi, komunikatif, responsive, dan memotivasi. Hasil belajar yang diperoleh dari pretes dan postes peserta menunjukkan peningkatan nilai peserta secara keseluruhan. Pelaksanaan pembelajaran berlangsung dengan baik terlihat dari hubungan antara peserta dan pengajar cenderung positif, kemampuan fasilitator menguasai materi, situasi, responsive, aktif dikelas, memotivasi, dan lainnya. Hasil ini menggambarkan bahwa pembelajaran pelatihan komunikasi publik secara daring cukup efektif. Meskipun terdapat narasumber berpendapat pembelajaran secara klasikal lebih baik, namun pada umumnya menyatakan bahwa pelatihan komunikasi publik secara daring sudah cukup efektif.
The analysis of evaluation items is performed to determine the quality of the final evaluation instrument for pre-service training participants. This research is conducted using the Anates version 4.00 application with quantitative approaches and descriptive methods. The subjects of the study are CPNS K1/K2 Group III pre-service training participants of DKI Province, class 131-132 in 2018 as many as 60 people with 50 items of multiple choice evaluation items. The results of the analysis show that out of 50 items, there are 26 valid questions based on the correlation coefficient of 0.354 at the 1% significance level, and the correlation coefficient of 0.273 at the 5% significance level. Based on the results of the overall recap, 26 questions (52%) can be used. Those consist of questions 18 items (36%) that can be directly used and 8 items (16%) questions that can be used but must be corrected, while those that cannot be used or dropped are 24 items (48%).
