The Information System (IS) is currently the main part of the business strategic dimension. The urbanization of information systems is necessary for a global vision of the IS architecture over space and duration for any computerization project. It proposes defining a coherent development plan in phase with the strategy, trades, and the processes. Many frameworks, methods and software tools of Enterprise Architecture (EA) are available on the market and have integrated the concepts of urbanization which are inspired by cities' urbanization. In addition, these methods may be provided in a different way from a tool to another. Some of these tools include the urbanization concepts; however other tools are lacking these concepts but allow the possibility of extension. It is in this context that the subject of this paper that allows customizing a modeling tool in order to take into accounts some concepts and specific urbanization's rules. Such customization is based on the previous work on the urbanization of enterprise's information systems and applied on a well defined tool that is Archi which is based on the Archimate framework after a study of the tools available on the market. In addition, this article shows how we can customize Archi tool for the needs of the urbanization of the information system.  urbanization that are mentioned above. Our problem is then to understand how to add this extension with a conceptual and technical standpoint.

The paper aims to present the C 3 HIS Ontology project, a web based solution for Covid-19 Crisis Health Care Information System. In the health care services, employee skills are a major resource and an essential part of everyday practice and a requirement for all health professions. We aim to prove how using individual profiles based on competencies can make a difference between life and death in times. As the performance assessment is driven by actors competencies we have to put human actors in the core of quality processes of health care services management in COVID-19 crisis.

The urbanization of information systems (IS) is a key concern of IT professionals. This is largely due to changes in business, organizations and institutions, the need for coexistence between old and new systems, the necessary restructuring of architectures and business process reengineering needs.The main objective of this work is to provide an urbanization approach based on the objectives of the organization and in our case it is an approach that will be applied to the information system of the University of Manouba. In fact a process that must take into account the objectives and contexts must have a guiding model can guide the process of urbanization. The model advocated guide must be scalable, situational, adaptive, interactive, directed by the objectives and context… These characteristics point us to the goal-oriented models and especially to the model of the card as a model guide to adopt given the consideration of the context and the evolving strategic needs and it offers is one of these specificities.This article is organized into three parts. The first part will present a brief state of the art of the main approaches used to urbanization, the second part will present the specific context of the University of Manouba, and the third part will present the approach advocated and adopted model guide.
