The article examines the role of international organizations in promoting sustainable development and achieving sustainable development goals (SDGs) in conflict-affected regions by providing the case of Luhansk region, which since 2014 has lost a significant part of its territory, substantial industrial potential and has got numerous political, social and economic problems due to the military conflict in the East of Ukraine. The international research has already given successful experience of role of international organizations in promoting sustainable development of various problem territories. Investigation of case of Luhansk region is structured around the analysis of presence of international organization in Ukraine as a whole and in Luhansk region as a conflict-affected area, and their activities. Such analysis allowed to distinguish the main directions of international organizations' activities and identify the key sustainable development aspects and SDGs, the achievement of which is possible due to these activities. Even the cursory comparison of the budgets of the region and international organizations made it obvious that the local authorities are incapable of solving the emerged problems and achieving the SDGs in conflict-affected areas without assistance of international community. A new wave of relocation of universities from the war zone has resulted from the negative consequences of the hostilities and the temporary occupation of the territories of Ukraine by the russian federation. The challenges of today have a multidirectional impact, especially on universities that have been displaced twice. The relocation of each university is a unique experience, and academic management is the object of modern scientific research. Therefore, the paper aims to highlight the experience of gaining resilience and developing the sustainability of Volodymyr Dahl East Ukrainian National University (hereinafter V. Dahl EUNU) during the evacuation in 2014 from the city of Luhansk to the town of Severodonetsk, and in 2022 along the entire movement path to the city of Kyiv. It is determined that the main resources are human and social capital, which allow not only counteractong the challenges of martial law, but also ensuring the restoration of the system and its further development. The introduction of digitalization of the educational process, and work on the development of values and reputation are identified as the main tools for survival in dangerous war conditions. According to the results of the study, it was proved that in the conditions of martial law, the university acquired new qualities and developed the capacity for resilience. The ability of V. Dahl EUNU to use its strengths to overcome dangers and obstacles and to choose strong strategies focused on recovery and development was considered.
The purpose of the study is to analyze the existing approaches to the organization of the internal control system used to effectively support the activities of enterprises in foreign countries and determine its influence and possible application in domestic practice. The study found that all elements of the internal control system are closely interconnected and ensure the effective functioning of the enterprise, providing management with reliable and impartial information on its status for management decisions. Thus, international approaches to the organization of the internal control system at the enterprise are based on the assessment of the control environment of the enterprise along with risk assessment and monitoring. Approaches to the organization of internal control of some international companies specializing in industrial engineering and the basic principles that guide them in the implementation of internal control are identified. Among the areas of increasing the efficiency of the internal control system, the possibility of using innovative technologies related to the introduction of cloud technologies, artificial intelligence, robotization of automated processes, the use of drones or blockchains is highlighted. It has been revealed that most companies abroad are focused on corporate risk management. The study determined that the internal control system should cover and organize financial and management accounting, strategic project management, operations, personnel, general management and should take into account the goals and objectives of the company. The authors found that the system of internal control in private companies differs in conditions of fierce competition.
Annotation. Introduction. Strategic management of the region – management activities aimed at achieving the goals in an unstable competitive market environment, including diagnostic analysis of the region. Purpose. The aim of the article is to study the management of regional development in the system of state regional policy at different levels, which is the prerogative of functional management of the region, identifying problems and forecasting socio-economic development of the region, developing strategies and ways to improve state regional policy in transformational conditions. Results. State regional policy in Ukraine allows to consider the composition of subsystems of the region on the basis of the theory of organization, can serve as a basis for systematic analysis of the region depending on the scale of management, production capacity, population and market infrastructure. The basis of regional planning is a reasonable formation of its goals and criteria. The development strategy of the region should be based on the theory of program-target management and provide for setting strategic and tactical goals, as well as criteria for achieving them – quantitative indicators that determine the extent or composition of the assessment of the goal compared to other possible options for regional development. Conclusions. At present, the sphere of the state regional policy is being reformed, which should take into account the provision of balanced development of the state and its regions. Asymmetry and problems of development of the territories of Ukraine are connected with many negative phenomena. The state regional policy should be aimed at creating a single integrated space, taking into account the European experience and new approaches to its improvement. Difficult economic situation in the region; budget problems do not allow for expanded production, so it is advisable to apply strategies of “fire extinguishing”, “retreat”, “guerrilla warfare”, “reduction” and “elimination”. Innovation management objectives completion phases at the industrial enterprise were developed. At the first phase a hierarchy of the corporate goals is formed. It is based on the expert and creative decision-making methods for the areas of the company's activity (production area, managerial - human resource management, financial, marketing, information-technological) and management levels (strategic, tactical, operational). The expert assessments in the second phase identify the initial goals of the innovation management system. In the third phase the relationship between goals and existing innovations in the corporation are defined. At this stage, a system of innovation management goals is formed. The proposed structure and method for forming an innovation corporate base consisting of two modules (the individual and group innovation bases), the basis of which consists of a set of job assignments and corresponding to each job assignment a combination of individual and group innovations or knowledge about them. Each task corresponds to a specific goal of managing innovation. The economic impact of introducing an integrative approach to innovation management in industrial enterprises is calculated.
