Automatic Generation Control (AGC) has been to maintain the system frequency at nominal value and the power interchange between different areas at their scheduled values. North American Electric Reliability Council (NERC) released control performance standards of the control area in 1997, CPS1 and CPS2 which assess the effectiveness of AGC of each control area for maintaining the net interchange and interconnection frequency at their scheduled values. However, the performance standards are not suit for a single AGC unit that is also critical for the power dispatch. There is few system of online estimating system for each AGC unit. In this paper, propose a method that can estimate the rate of adjustment, the accuracy of adjustment, the response time of AGC units by apply the online unit parameter estimating using the real-time data of SCADA, and the online estimating system be applied to a real-time monitoring system in Liaoning Grid. The result shows that the online estimating system can estimate accurately the rate of adjustment, the accuracy of adjustment, and the response time of AGC units.
