The 1995 Great Hanshin-Awaji Earthquake reduced a highly developed modern city to rubble in a matter of seconds. In comparison, it has required nearly a decade for the stricken area to recover and resume its previous structure and functions. Below, we review reconstruction during this decade and point out lessons learned, focusing on reconstruction strategies.

Hyogo Prefecture in western Japan was hit on January 17, 1995, by an epicentral earthquake measuring 7.2 on the Richter scale. The Great Hanshin Earthquake left over 6,000 people dead beneath collapsed buildings and in urban fires. We discuss the damage and nature and causes of fires to provide information that may help prevent such events in the future.
