Timeliness is one of the most important objectives that reflect the quality of emergency rescue. To provide timeliness, the most obvious way is to increase the number of service facility available. Unfortunately, increasing the number of facility is generally impossible due to capital constraints. In such a case, the strategy for emergency facility location becomes a crucial issue. This artic discusses the facility location strategy in emergency management Combining subjective judgment and objective analysis, and proposes a emergency system location model based on weighted grey target strategy theory. Finally, an application example verifies the validity of the method as a effective one to solve the emergency facility location issue.
