Firstly, the early warning index system of general airport safety based on the matter element extension theory was established on four aspects:flight safety support system, apron safety support system, comprehensive support system and logistics support system. And, early warning levels of general airport safety were classified and the weights of all indexes were measured by Analytic Hierarchy Process (AHP). Then, with the application of the matter elements extension theory, the matter element model for the general airport safety system was established, which included 4 early warning levels (no early warning, slight early warning, moderate early warning, severe early warning). After that, taken the correlative degree as an evaluation criterion, a final early warning level of general airport safety was deduced by constructing extension correlation functions. At last, the model was verified by an example on Guanghan airport in 2012, which indicated that the model was suitable for evaluating the general airport safety,and for assisting early warning decision quantitatively.
