Improving waste management is currently one of the priorities for Ukraine in the environmental safety. EU experience in the use of mechanical biological waste treatment technologies should be applied now in connection with the development and implementation of Regional Waste Management Plans in Ukrainian regions. The aim of the paper is to analyse the benefits and the preconditions of using mechanical biological waste treatment technologies in Ukraine, as well as barriers that may hinder the construction of mechanical biological waste treatment plants. The analysis of the eight drafts of the Regional Waste Management Plans showed that the mechanical biological waste treatment technologies market is free in Ukraine and the best option for the regions where there are cement plants operating is production of solid recovered fuel. Such types of projects could be affordable for Ukrainians with the cost recovery period more than 8 years. On the other hand there are significant obstacles of economic, organizational and technological nature to their immediate implementation i.e. low rates on waste disposal tax, partly compliance on air emissions monitoring system, absence of necessary standards etc. The priority actions to speed up mechanical biological waste treatment technologies implementation have been defined.
FORMATION AND IMPLEMENTATION OF THE POLICY OF THE CIRCULAR ECONOMY IN UKRAINE У статті розкрито сутність поняття циркулярної економіки як нової економічної та екологоорієнтованої концепції, що спрямована на забезпечення гармонізації між економічним зростанням і екологічною стійкістю. Проаналізовано основні документи Європейського Союзу, які прийнято з метою переходу держав-членів на засади циркулярної економіки. Показано, що в Україні Міністерством економічного розвитку та торгівлі України у Національній доповіді «Цілі сталого розвитку: Україна» поставлено завдання переходу на засади циркулярної економіки. Починають розроблятися нормативні документи, які враховують основні принципи економіки замкненого циклу, зокрема у сфері поводження з відходами. Підкреслено, що формування політики циркулярної економіки та її реалізація в Україні має відбуватися на трьох рівнях (національному, регіональному та локальному). Сформовано відповідні завдання реалізації політики циркулярної економіки в Україні. The essence of the circular economy as a new economic and ecologically oriented concept, which aimed to ensuring harmonization between the economic growth and environmental sustainability has been described in the article. The Global Environment Forum (Tokyo, 2014) has been identified that Circular Economy is a concept that aims at closing materials loops and extending the lifespan of materials through longer use and the increased use of secondary raw materials. In 2012, the European Commission presented the Seventh Environmental Action Program to 2020, "Living well, within the limits of our planet", which is the guiding principle for the EU's environmental policy for the period until 2020. The program has an ambitious goal of achieving prosperity and a healthy environment by 2050, driven by an innovative, circular economy, where everything is being saved and where rational management of natural resources is ensured. The main documents of the European Union adopted for the purpose of the transition of the Member States on the principles of the circular economy are two Communications from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions: "Towards a circular economy: a zero waste programme for Europe" (COM(2014) 398 final) and "Closing the loop-An EU action plan for the Circular Economy" (COM(2015) 614 final). It is shown that in Ukraine in the National Report "Sustainable Development Goals: Ukraine", prepared by the Ministry of Economic Development and Trade of Ukraine, the task of transition to the principles of the circular economy has been set. The normative documents that take into account the basic principles of the circular economy, in particular in the field of waste management, are being developed. The negative human activities occur at all levels – local, regional, national and global. The rapid transformation of the environment in recent years – climate changes, increased air emissions, pollution of water and soil, and the progressive accumulation of waste – has the significant negative effects. Therefore, traditional approaches and concepts of environmental and economic management are increasingly not sufficient to meet the challenges of today. The external environment has changed significantly and its uncertainty, mobility and aggressiveness have increased. Business-as-usual approaches and management technologies are increasingly off track. A synergistic approach offers new opportunities in the context of developing environmental safety in general and waste management in particular. The application of a synergetic approach to the theory and practice of environmental safety management, including waste management, which will combine the processes of external management and self-organization have been considered in the article. The importance of taking into account the synergetic effects in the field of waste management, due to the negative trends in this area is shown. The article reveals the features of synergetic systems and key management characteristics of such systems. It is shown that the circular economy at the macro level and the cluster at the micro level are complex nonlinear systems, for the control of which the provisions of synergetic should be applied. Different cluster structures are illustrated taking into account the increase of the synergetic effect. The development of a cluster from a single link (point of development) to an association in which all elements are interconnected by direct and feedback has been illustrated. Depending on the set of parameters, the cluster can change its content and form. The necessity of application of synergetic methods for effective waste management, in particular on a cluster basis is substantiated. The reasons due to which the synergetic effect is achieved when applying the cluster approach to waste management are determined.
In recent years, the use of a synergistic approach in the environmental safety is considered as one of the key tasks both for the reservation of the environment and the promotion of socio-economic progress. Domestic and foreign scientific schools are actively researching both the theoretical aspects of the synergistic concept and their practical application to the management of socio-economic systems. At the same time, insufficient attention is paid to the issue of applying a synergistic approach in waste management. The current state of waste management in Ukraine has been analyzed and the main reasons restraining the development of this sector have been identified (weakness of the institutional base, weakness of the control over the implementation of legislation, insufficient mechanism of financial support of waste management, etc. This allows us to conclude that there is a need to rethink approaches to waste management from the standpoint of synergies. The lack of ecologically sound waste management creates a threat to the ecological safety and sustainable development of Ukraine. With the beginning of the war, the situation has significantly worsened. The purpose of the study is to develop a system of scenario-synergistic waste management dominants, which will allow identifying the key points of efforts in waste management in order to identify new opportunities in the context of the development of environmental safety. The types of interaction between the waste sector and the environment were considered, and waste management options with the least impact on the environment were determined. The system of the dominants as the basic key elements of a complex synergistic waste management system has been created. The system of the dominants is grouped into three key blocks: administrative-organizational, legal, and financial-economic. The practical value of the obtained results is to create a foundation for determining indicators that can form the basis for modeling various scenarios with the determination of the corresponding synergistic effect at the national, sectoral, regional and local levels.
