The article is devoted to the analysis of the history of the formation of agricultural education in Russia. On the basis of the analysis of historical data, documents on creation of educational institutions and statistical data dynamics of emergence of new agricultural lowest schools, secondary schools, academies and institutes is established. It is shown that the first agricultural institutions were established in the 18th century with the participation of the great Russian scientist M. Lomonosov with the support of the Emperor. The first agricultural schools used foreign experience. A total of three agricultural schools were established. However, in the future there was a transition to training without the participation of foreigners. An analysis of the development of the education system in the 19th century found that the institutional structure changed significantly towards the emergence of institutions and academies. Model farms, model estates and new training areas have appeared personnel for horticulture, agronomists, beekeepers, horse breeders, etc. Private initiatives have facilitated the opening of new specialties. The state opened new specialized academies and faculties in polytechnic institutes. It is shown that traditions of improving the institutional system of training of personnel persist in modernRussia.
The methodology was developed and the socio-economic risk of the manifestation of abrasion and landslide processes in the coastal zone of the Azov Sea was evaluated. The methodology includes assessing the degree of danger of coastal processes and determining possible material losses. The numerical index of socio-economic risk is calculated as the product of point estimates of these parameters. The main factors of dangerous coastal processes formation have been established, according to their similar combination in the coastal zone of the Azov Sea, 42 functional areas and the impact zone of hazardous abrasion and landslide processes predicted for a 20-year period have been identified. In the forecast zone, 112 socio-economic objects were identified that are subject to the influence of dangerous abrasion and landslide processes. For these socio-economic objects, using the standard set of tools of the public GIS service “Cadastral map of Rosreestr”, an enlarged calculation of possible economic damage has been made. The highest values of the socio-economic risk of the manifestation of abrasion and landslide processes in the coastal zone of the Azov Sea fall on abrasion and abrasion-landslide sections of the coast with a high rate of abrasion, a large number of capital construction projects and a high value of material losses.

Оценивается динамика агломерационных процессов в России и особенности формирования Ростовской агломерации как их частного проявления. Проводится анализ современных методов определения границ агломераций и предложений по непосредственной делимитации Ростовской агломерации. На основе стандартных методов проведены расчёты доступности и загруженности транспортной системы в пригородной зоне Ростова-на-Дону. Определены основные направления и интенсивность движения всех видов общественного пассажирского транспорта в исследуемой зоне. На основании данных расчётов проведена делимитация Ростовской агломерации. Для подтверждения правильности проведённых расчётов сделана оценка особенностей размещения населения, формирования зон с его повышенной плотностью и степенью застроенности территории. Проведённые исследования дают возможность достаточно чёткого определения входящих в состав Ростовской агломерации территорий, поселений и административных единицы, что может в дальнейшем позволить более детально изучать происходящие экономические, социальные и экологические процессы и их взаимовлияние в данной высокоурбанизированной зоне. The key factors of the socio-economic development of society are science, innovation and new educational technologies that shape and reveal the scientific, pedagogical and production potential of the country. The formation of an innovative economic model today is impossible without the intensive development of fundamental and applied research activities, which makes higher educational institutions one of the most influential elements of the implementation of the concept of advanced development of the territory. There is a need to improve the institutional framework, expand the academic network, strengthen interuniversity cooperation for the development and effective operation of the entire educational sphere. The Russian higher education system, which is responsible for the reproduction of professional scientific personnel, is in a state of large-scale transformations, which is reflected in the main institutes for training highly qualified personnel - postgraduate and doctoral studies. Transformations in higher education affect the quality of training of future specialists, and also form a certain imbalance in their territorial organization in different constituent entities of the country. The article discusses the particularity of training, spatial characteristics and provision of subjects of the South of Russia with scientific and pedagogical personnel of the highest qualification.
