The relevance of the paper is determined by the need to modernize social dialogue in Ukraine as a means of increasing the social responsibility of business organizations and a prerequisite for the country’s sustainable socio-economic development. The paper is aimed at reviewing and systematizing effective practices of modernization of social dialogue, which are revealed in the publications of foreign and Ukrainian scientists, high-ranking officials and public figures. These practices are considered from the standpoint of their expediency and the possibility of their implementation in the processes of social interaction of organizations of employees, employers and public authorities in Ukraine.A review of the foreign experience in organizing social dialogue convincingly demonstrates a fairly high level of efficiency in the European Union, which contributes to achieving a balance of interests of major economic actors, increasing their social responsibility. For Ukraine, it is expedient to introduce the European practice of the so-called broad approach to the organization of social dialogue, which provides for the expansion of its subjects at the expense of representatives of territorial entities, environmental, women’s, youth, cultural and other public organizations. The involvement of local governments, public and NGOs in solving the most important socio-economic problems will contribute to the spread of the practice of differentiating between social and public dialogue. In Ukraine, employee participation in corporate governance should be strengthened, access to shareholder income should be expanded, and institutional tools for regulating the collective bargaining process should be improved.

This paper considers the internationally leading models in administration work of family physicians, such as traditional care in outpatient clinics, disease control programs, and human-centered primary health care. The authors noted that the Ukrainian model of «human-oriented health care» is being confidently formed under the health care modernization and EU integration process. The authors found the reducing number of hospitalizations of the catchment population; decreasing mortality at home with cardiovascular disease, tuberculosis, diabetes; reducing the congenital malformations of children undetected during their mothers’ pregnancy. In addition, the study detected the growth of the visit number of the catchment population to the healthcare facilities for preventive purposes; an expanding the nursing of the number of one-year-old children; no cases of child deaths at home, etc. The findings showed that the process of administrative control and evaluation of the effectiveness of family physicians should be based on clearly defined criteria. Each head of the health care facility could set their own requirements for the effectiveness of primary care physicians. The specification of certain indicators for assessing the effectiveness of the family physicians covers the number, density, age, and sex of the population, morbidity, geographical and other characteristics. However, the lack of uniform requirements for administrative control and evaluation of the work of family physicians complicates the process of administering the work of primary care physicians, which needs to be further addressed. The article aims to analyze the effectiveness of the administration of family physicians in the Municipal non-profit enterprise of Konotop City Council «Konotop Municipal Hospital». The main problems and directions of improving the efficiency of administration of family physicians were highlighted. It was established that the most significant shortcomings were the absence of a website; insufficient number of practicing family physicians; dissatisfaction with wages; insufficient level of logistics; insufficient level of practical training of young specialists, etc. Family physicians also noted difficulties in the transition from working with paper documents to digital ones and weak Internet and poor performance of relevant servers. In turn, that affects the entire process of family physicians from the moment of registration (via the Internet or by phone) to the issuance of electronic prescriptions for medicines or sick leaves. Based on the study results, several recommendations were made to family physicians and hospital administration to increase their work efficiency.
The content of the right to health protection and medical care according to Ukrainian legislation is analyzed in the article as well as peculiarities of its realisation in the context of the pandemic COVID-19. It examines also the correlation between the notion “health protection” and “medical care”. On the basis of this correlation, the conclusion is made that the right to health protection is broader and includes, but is not limited to, the right to medical care. Some international standards in the sphere of health protection, which constitute the basis of Ukrainian legislation in this area, are analyzed. The conclusion is made that Ukraine should take into account such standards while limiting human rights, in particular, the right to health protection and medical care in the context of the pandemic COVID-19. It is mentioned that the significant problem remains the legal regulation of quality control of medical care, the creation of organizational technologies with a clear division of control functions between the various actors in the health care system, which is extremely important in terms of the pandemic. The attention is also paid to the personal data protection issue in the sphere of health care. The conclusion is drawn that there should be mechanisms for reporting and protecting against abuse while collecting personal data, and people should be able to challenge any COVID-19-related measures for the collection, aggregation, storage and further use of their data.
