The analysis of the State Border Guard Service Information and Telecommunication Systems, which provide the activity of the information and analytical units of the Border Guard Agency, has been carried out. The peculiarity of such systems lies in the requirement of truetime operation. Moreover, even a minor malfunction or a halt in operation can result in serious national scale damages. Thus, the modernization process quality evaluation will allow to choose among the many available options the most efficient and consecutively to increase the effectiveness of administrative decision-making while protecting Ukraine's borders. Based on the analysis of the researches in the field of information and telecommunication systems quality assessment, the theory of effectiveness of goal-oriented processes is proposed to use. This approach most accurately describes the system effectiveness concept as the standard to achieve the system's goal. To describe the approaches to quality assessment, the semantics of the input parameters of the effectiveness evaluation scheme has been developed and the indicator of the effectiveness of the Information and Telecommunication System functioning has been justified, on the basis of which the effectiveness evaluation scheme has been evolved.
