Abstract

This paper attempts to participate in the literature on the study of social movements and self-help groups operating across national borders. The purpose of this paper is to show a significant gap in the contextualisation of transnational activism between state and community organizations as well as NGOs. This paper will also try to give a new discourse on the issue of political activism in a transnational context. The process of globalization is not only purely economic and political elites. Cross-border interaction among civil society actors (globalization from below) is one of the phenomena in contemporary politics to receive high media and academic attention. When NGOs and social movements not only focus on domestic or local areas but also act across national borders, that is where transnational activity increases. Transnational political activity challenges conventional understanding of civil society and social movements as well as international relations.

The existence of foreign refugees in Pekanbaru has had an external impact on the social environment of the society in which they are accommodated. Internally, the prohibition of refugees to work formally, it has had the impact of reducing the economic capacity of the refugees itself. Even though, many of them while in their home countries have special professions such as lecturer, lawyer, journalist, and others. Dealing with this reason, in order to strengthen the economy for refugees in Pekanbaru, community service activities are held in the form of introducing and exploring the potential of refugees, socializing the existence of refugees to the society, and entrepreneurship assistance. The activity of entrepreneurship is implemented through three components, namely entrepreneurial motivation, assistance in making products characterized by the country of origin of refugees and the introduction and marketing of these entrepreneurial products. Thus, this community service activities can provide the business independence for refugees in making culinary products and painting crafts. In its implementation, this community service could run well without the presence of refugees and asylum seekers because of absence of permission during Pandemic COVID-19 in Pekanbaru
Purpose: This article examines state of the art or the most recent achievements of Para-diplomacy research in international relations. For this reason, the systematic mapping studies (SMS) and the bibliometric analysis VOS Viewer carried out stared at articles from 1984 to 2020, as comparison bibliographic articles from countries in the Scopus database. Methods: Preliminary analysis was conducted from systematic mapping studies followed by bibliometrics of publication content in the Scopus database. A total of 175 documents met the criteria for inclusion, starting in 1984, and the dominant author from Europe in journal Scopus Q1 and other well-known international journals. The data from the search results are then descriptively analyzed based on the journal-title, author, co-author, year of publication country, affiliation, keywords, journal /publication name. Results: Researchers from American countries were more productive than Europe and fewer in Asia from 1984 to 2021. As far as paper European document quality is concerned, American governments have significantly more author quality than Asian countries. Conclusion: Although fewer Para-diplomacy articles are published by researchers from Asian countries than Europe and America, this is a challenge for Asian researchers. The increase in the number of publications over the last ten years has shown that the turmoil of sub-state actors in Asian countries has begun to consider implementing regional Para-diplomacy. This is due to a strong push for regional progress to open wide-ranging cooperation, either directly or indirectly, with other countries/regions to strengthen the objectives of state sovereignty. ASEAN is an international organization in Southeast Asia that holds up the principle non-interference and non-alignment, but this principle cannot be maintained in the face of the power competition that occurs between the United States and China in the Indo-Pacific Region. The ten ASEAN member countries have different national interests. Some ASEAN member countries support the United States while some others support China. Having different national interests causes ASEAN member countries to have different views on the power competition that occurs between the United States and China. ASEAN has an interest in safeguarding its region so that's it remains in a stable, safe, and prosperous condition. So that prevents the division of unity among these member countries, ASEAN must have a strategy to maintain regional stability. The theory used in this research is Clive Archer's theory of international organization and the theory of interdependence from Keohane and Joseph S. Nye. The research method used is qualitative, and the data collection technique used in this research is a literature study. The results of this study indicate that ASEAN uses the ASEAN Outlook on the Indo-Pacific (AOIP) strategy which was agreed upon by all member countries at the 34th ASEAN Summit in Bangkok. ASEAN does not take side with one of the major power countries but to the prioritize cooperation in the fields of maritime, connectivity, SDGs, and the economy.
