В статье рассматриваются современные механизмы и направления в решении задач обеспечения экономической безопасности страны на основе расширения доли российских разработок в отношении внедряемых цифровых технологий. С целью развития конкурентного потенциала обосновывается необходимость содействия субъектам цифровых производств с учетом трендов «цифровой революции» в повышении их привлекательности для инвестиций и иных мероприятий в этой сфере. Содействие реализации концепции Индустрии 4.0 раскрывается с позиции реализации в рамках списка импортных комплектующих и технологий, подлежащих первоочередному замещению в сфере высокотехнологичных производств. Importance. Financial aspects of supporting the agricultural sector of the region as a key element of the strategy for ensuring food security of the country as a whole. Objectives. Analysis of priority areas for ensuring the economic development of agriculture in the region and determining ways to develop financial and credit relations and investment processes in the current conditions of its functioning. Methods. Theoretical provisions of the financial and credit policy in the agricultural sector of the region’s economy, taking into account the substantiation of the criteria for the economic evaluation of cultivated land through the use of a number of methods: mathematical statistics, index and economic-statistical analysis. Results. Itis substantiated that among the numerous factors that ensure the economic development of the agricultural sector, the state of resources and the very structure of the agro-economic system, including the sufficiency of resources and the existing relations in the region, both social and economic, are of paramount importance. In contrast to the interpretations put forward earlier, this definition provides for the possibility of maintaining a long-term and optimal interaction of their structural elements, including organizational, financial and production components. Conclusion. The main obstacle hindering the effective development of the agricultural sector is a combination of negative factors associated with the state of land, labor, material and technical resources, and of course, the lack of development of financial and credit relations and investment processes. There is a need for financial and organizational support for non-traditional structures of agricultural operating firms that service agricultural enterprises and that can contribute to the formation of new conditions for the functioning of the agricultural sector, the effective implementation of the economic and social tasks of the regions, as well as financial stabilization and economic growth in the agro-industrial complex.

Subject. The article considers ways to ensure economic security as the most important problem of innovation and digital transformation in the Russian economy in the framework of the development and expansion of the EAEU. Purpose of work. The purpose of this article is to study the General theoretical problems that determine the development of economic security mechanisms in Russia within the framework of the development and expansion of the EAEU in the conditions of the digital economy. Methodology of the work. The research uses methods of evolutionary and institutional theory, econometric modeling, and analytical evaluation. Result of work. Revealed a new aspect in the study of problems of economic security as an important issue innovation-digital transformation in the Russian economy in the framework of the development and expansion of the EAEU - the need to restore national scientific-technical and production engineers in the field of innovative digital technologies. Conclusions. Conceptual approaches have been formed to develop a new paradigm for improving the economic security of Russia within the framework of the development and expansion of the EAEU in the formation of the infrastructure of the digital economy, which should be implemented through the implementation of import substitution with the innovation-digital reconfiguration of systems and procedures for managing any types of industrial activities in the economy. Scope of the results. The results of the research can be used by the authorities of Russia and other EAEU countries to eliminate existing problems in the digital technology system and implement structural reforms.

В статье рассматриваются теоретические вопросы исследования транзитной экономики на основе системной парадигмы и исторического подхода, а также актуальные практические проблемы функционирования транспортно-транзитных систем. Отмечено, что рост экспорта транспортных услуг сам по себе не способен обеспечить прорывного научнотехнологического и социально-экономического развития России без создания сопряженных инновационных производств, оказания сопутствующих услуг на уровне мировых стандартов. Выявлены риски функционирования транзитной экономики, связанные, прежде всего, с действием внешних и внеэкономических факторов. Сделан вывод, что для нивелирования внешних угроз необходимо создание собственной торговой сети, стимулирование увеличения доли стратегических грузов и востребованных товаров с высокой долей добавленной стоимости в грузовой базе торгово-транзитных путей, проходящих по территории страны.
