The aim of the present article is to reveal the consequences of the stagnant economy in Russia. The key problems here are: the high level of taxation, the presence of complex bureaucratic procedures, corruption, the underdevelopment of the regulatory and legal mechanism, the existence of a significant proportion of people with unofficial employment and hidden incomes, as well as a high burden on social infrastructure, financed by federal and regional budgets. The paper found that the most low-paid sectors in the country's economy are the following sectors: agriculture, education, health and services. Forced saving on wages was a tool for restraining prices for rising food costs on the one hand, as well as inadequate opportunities for preserving products until the spring, on the other hand, lead to the fact that processors of agricultural raw materials have an excellent opportunity to extract huge profits to their advantage throughout long period of time. The main task at the first stage of development of the economy should be concentrated on the elimination or minimization of poverty, especially in the agrarian sector of the economy (as a backbone of the economy), and then on the development and introduction of innovations and the growth of labor productivity.
Poultry farming is actively developed in most countries of the world, as it is the basis for the livelihood of many people regardless of income level. It is a rapidly growing, low-cost industry that does not require much labor. Over the period from 1990 to 2017, the total number of birds in the Russian Federation decreased by 15%. At the same time, the laying capacity of laying hens in large-scale formations increased by almost 32%. If in the 90 years of the 20th century poultry production in Russia began to decline due to the high growth of imports from abroad, from 2000 the market of chicken and egg meat began to grow. In the course of the study, we found that the disparity of prices for energy resources and the cost of agricultural products, and the reduction in the number of able-bodied rural population, are the main deterrents for the development of the poultry industry. The main goal of the development of the poultry industry in the Russian Federation is the creation of an efficient, competitive and optimal in its structure poultry products and raw materials for the processing industry, which will increase the level of self-sufficiency of the main types of poultry products and raw materials, as well as develop exports outside the country. Achieving this goal provides for the development of the poultry industry on an innovative basis based on the preservation of reproduction and improvement of land and other natural resources used in agro-industrial production, increasing the competitiveness of poultry products and raw materials produced.

Chen Hsiu-chin, Chaing Roger HL, Veda C.Storey (2012) in their work "Business Intelligence and Analytics: From Big Data to Big Impact" also note that the scale and impact of problems related to digital data in modern conditions is huge. At the same time, the provision of regular high-quality business analytics is at the forefront. Chen Hsinchun (2006), "Intelligence and Security Informatics for International Security: Information Sharing and Data Mining," notes that "since September 11, 2001, the whole world has become aware of the security problems that it faces on an international scale. Through this awareness, commitment comes from the scientific, engineering and medical communities to help the world cope with a range of security challenges. " According to a study by Glazyev, S. Yu., Ajvazov, A. E. & Belikov, V.A. (2018), "the main contradiction of today is the confrontation between the defenders of the obsolete industrial civilization and the supporters of the information society". technologies in the development of science will only increase in the future, as Internet commerce, e-commerce, the sale and purchase of items, goods and services develop, which saves not only production costs, but also results in saving the main resource for man-time.
