The defense budgets of the Member States of the European Union are rising due to the current economic situation and change in the level of security. The goal of approaching two percent of gross domestic product will probably be reached within one decade. However, the positive trend in the development of the defense budget will not allow small states to acquire the exact numbers of military techniques in the numbers that imply a continuous increase the capacity of national armies.Pooling and sharing is one of the approaches that will allow the required capabilities of national armies to benefit the European Union, or the North Atlantic Alliance. Deepening co-operation in the field of acquisitions will put pressure on coordination of activities, alignment of legislation and, above all, overcoming national and common. Obviously, given the current combat experience, the issue of armed forces has already been partly solved and pooling & sharing implementation is a political issue.
The development of measures in civil aviation protection against illegal acts is based on the analysis of incidents, which can be divided into four development stages. Before 9/11, civil aviation entities were mostly reactive; only new threats warranted a proactive approach to mitigating air threats. The present article’s aim was to analyse the development of methods for checking passengers and objects intended for air transport. The analysis of selected incidents, control processes, and the level of security achieved confirm that the implemented security methods and proactive approach to working with air traffic risks are a suitable compromise between passenger comfort, technological development of detection devices, and processes at the airport.
The purpose of this paper is to evaluate tender prices of chosen beverages according to public procurement based on secondary data analysis. The empirical results of analysis (t-test and F-test) show that average annual prices of these beverages are different and collected data are not included in the same sample. Tender prices are different in each year of observed years, although are based on public tender. Important evidence is that for the public tenders in the abroad is obligatory use of the Czech public procurement law. According to this act the base evaluation criterion is the lowest offered price. Data were collected during the years 2005–2009. This study deals with empirical approach, variability of prices of chosen beverages based on public tenders between the Czech Republic (Ministry of Defence) and local suppliers in Kosovo. Results show low variability of prices, which are based on public tender and legal approach, regulated public procurement. The research conclusion is the fact, that tender prices for piece of non-alcoholic beverage are less than 10 % from annual mean (pcs./CZK) of tendered prices.
