The Police force personnel cover an exceptionally wide range of different activities, so it is logical that this heterochronic group has different abilities and characteristics, including daily needs, while changes in body composition and decrease in physical abilities represent a modern issue that has not bypassed this population either. Therefore, the aim of this study is to determine the indicators of the body composition of the Police force personnel, as well as possible differences that might occur in relation to different specialized police units. The subjects of this Cross Sectional study included 115 active-duty male members of the Police force (31.54 ± 10.5 year-old), divided into four groups, belonging to different specialized units. The sample of variables included five anthropometric measures (body height, body weight, abdominal skinfold, pectoral skinfold and front thigh skinfold) by which two body composition indicators -body mass index (BMI) and body fat percentage (FAT %) were calculated. The variables were analysed by using the one-way ANOVA and LSD Post Hoc test. It has been determined that there are differences in body composition indicators between the members of different specialized units of the Police force, while overweight was noted among the members of the two subpopulations. This fact indicates that members of certain specialized units of the Montenegrin Police force have adverse nutritional status and the situation may be described as alarming, which may lead to decrease in their physical fitness and effectiveness in service.
In this paper we presented the results of a study on sensory-bio-chemical checks in facilities on the territory of Montenegro visited, regardless of the reason, by national states persons and foreign states persons during their visits to Montenegro. The checks concern the total number of checks, results of compliance, structure of the premises and relations within the checks. The checks were carried out by specialized police officers, officers of inspectorates and national laboratories. We analysed 965 checks over 11 years, with 551 checks showing compliance with the requirements or 57.1% and 414 checks showing non-compliance with the requirements or 42.9%. Detection of non-compliant swabs and samples using scientific and technological analyses prevented poisoning of states persons. Most of the checks were carried out in hotel-tourism facilities, then in residential-type facilities and the lowest number of checks was carried out in other facilities. The total number of checks rose by 6.11% on average per annum, on the basis of which a forecast of checks by 2022 was given.Based on results of the study, proposals are given in the conclusion, aimed at further improvement of work of the police and other authorities. There is also a need for modernization of capacities in terms of human resources and technical equipment and for continuous monitoring of hazards in the field of sensorybiological-chemical protection with a view to preventing possible threats for state persons.
In this paper we devoted special attention to the analysis of legal frameworks in order to prevent and combat violence and hooliganism at football events. Montenegro has recognized the phenomenon of violence and hooliganism at football events that pose a serious social problem. The competent entities, by establishing preventive mechanisms, try to reach the level of the countries of the European Union in this field. The legal and normative regulation of the suppression of fan violence, with the adoption of appropriate laws and regulations, on the basis of which the responsible actors would take adequate measures, is a challenge that awaits the willingness of everyone to accept and implement it. The aim of the paper is to point out the implementation of the legal framework, which primarily depends on the institutions of the system, as well as omissions which exist in combating violence in sports in Montenegro, especially violence in football matches. In this paper, the authors try to point out the importance of continuous analysis of current and proposed legal solutions and estimates the degree of their operational usefulness, taking into account the complexity of security challenges that accompany violence at football events. It was intended to show through past events, on the basis of events, the consequences that sports events and football can play as the most widespread form of sport. Finally, the importance of proactive approach in establishing a legal framework, protective functions and prevention in order to protect the safety of citizens as a vital value of society is emphasized.
Ovaj rad bavi se razvojem privatne bezbjednosti i njene društvene uloge u sistemu odbrane sa posebnim osvrtom na odnosu privatne bezbjednosti i sistema odbrane kao najznačajnijeg dijela sistema nacionalne bezbjednosti. U istraživanju posebno je istaknuta mogućnost i potreba angažovanja privatnih bezbjednosnih kompanija kao privrednih subjekata u sistemu odbrane. U radu autori nastoje da daju odgovore na više pitanja: razvoj privatnih bezbjednosnih kompanija, njihovo normativno uređenje i angažovanje u sistemu odbrane. Posmatrano sa istorijskog aspekta, bezbjednost je oduvijek bila djelatnost kojom su se, uglavnom, bavile državne institucije (policija, vojska i obavještajno bezbjednosne službe). Usložavanje poslova državne uprave, povećanje preduzetničkih aktivnosti, kao i ograničeni kapaciteti državnog bezbjednosnog sektora za kvantitativno uvećan, a kvalitativno sve različitije lepeze bezbjednosnosnih zadataka, dovelo je do pojave i profilisanja različitih subjekata-oblika privatne bezbjednosti. Privatne bezbjednosne kompanije pored obezbjeđenja privatnog kapitala našle su svoje mjesto i u državnim organima (zaštitarski, i drugi stručni poslovi) ili se radi o poslovima od posebnog značaja za bezbjednost i odbranu.
