Based upon the current situation of marine oil spill emergency response capacity evaluation in China and the advanced experience of emergency response capacity evaluation in other fields at home and abroad, this paper establishes an evaluation indicator system of marine oil spill emergency response capacity, which includes 3 Level I indicators and 18 Level II indicators. On this basis, we decide the weight of the indicators at different levels by using the advanced analytic hierarchy process (AHP) and get marine oil spill emergency response capacity evaluation rating through the fuzzy comprehensive evaluation method (FCE). Researches show that the evaluation indicator system is reasonable and practical, and provides a new way for the oil spill emergency response capacity evaluation.
