This article is based on an analysis of the results of a survey conducted among 106 experts in the field of family policy in Kazakhstan in March 2020. The study results provided an expert assessment of family policy effectiveness in Kazakhstan and civil society’s role in it. The results show that experts assess the effectiveness of the civil sector in implementing the national family policy above the state: the level of efficiency is two times higher, and the level of knowledge and competencies is three times higher. In this regard, the government should interact more intensively with non-governmental organizations.

In Kazakhstan, the number of studies on the values of youth has been growing in recent years. Most of them demonstrate a predominance of family values. Meanwhile, the country has a disturbing number of divorces, most of which fall on young families. In the following article, the authors attempt to find an explanation for the existing gap between declared values and actual behavior. For this purpose, the authors analyzed existing sociological studies related to youth. The authors conclude that people's responses in surveys may reflect cultural norms and, therefore, reproduce "ideal" behavior. What respondents claim in surveys can often differ from their true beliefs and views.

Despite the crisis of values that is characteristic of many countries in the world, family remains the focus of the state policy for most of them. It is recognized as the basic social unit of society, whose level of development inevitably affects the progress of the entire society. In this sense, families are active agents for achieving sustainable development goals. Thus, the progress of families will inevitably affect the progress of their communities and societies. This research paper considers a wide range of issues relating to family policy in Central Asian countries, with particular emphasis on the national policy in the field of family relations in Kazakhstan and Russia. The authors consider the concept of family policy and its impact on the family institution, study the role and importance of such a policy in the modern context, as well as analyze the conditions for the formation of the family policy during the USSR period and after the independence of the Russian Federation and the Republic of Kazakhstan.
