Post-disaster restoration and reconstruction are important means to support and help areas where natural disasters occur to restore normal production and living order. Assessing the gap between the effects of restoration and reconstruction and the goals of reconstruction planning, as well as studying the expected demand gaps of different subjects, is the core objective of the evaluation of the effects of post-disaster restoration and reconstruction. Based on the summary and analysis of the practical experience of natural disaster recovery and reconstruction in China, a post-disaster recovery and reconstruction effect evaluation index system with 6 levels and 37 underlying indicators has been constructed, and based on the post-disaster recovery and reconstruction planning, two perspectives of coincidence and multi-subject demand evaluation have been achieved. An empirical analysis was made on the recovery and reconstruction of the “8.7 Zhouqu Debris Flow” disaster. Post-disaster reconstruction should be “people-oriented,” starting from the actual situation of local cultural value restoration, focusing on the long-term goal of sustainable development of the ecological environment, grasping the short-term goal of restoring economic development, and focusing on key projects. Suggestions for the optimization of the economic stimulus of the project have also been put forward. Empirical research shows that the post-disaster recovery and reconstruction plan of the “8.7 Zhouqu debris flow” disaster achieves excellent consistency; the evaluation value of the post-disaster recovery and reconstruction effect based on the needs of multiple entities is good.
Work safety accidents that occurred in railway construction engineering could cause casualties and economic losses. Analyzing the trends and causes of accidents is helpful to reduce the occurrence of an accident. In this paper, the 108 work safety accident cases from 2005 to 2020 are collected and analyzed by statistical method. The complex network theory is used to construct causation model in collapse accident. The analysis results show that from 2015 to 2020 the largest number of accidents that occurred during railway construction are in lines, followed by tunnels and bridges-culverts. The occurrence frequency of work safety accidents from May to July is significantly higher than other months. The results also show that the nodes (construction personnel operate in violation of rules and regulations and inadequate management in construction site) are of high value.
As the integration of cultural industry and tourism turns to be a public trend in China, some scholars and agencies are paying attention to the methods to evaluate the degree or level of the integration. Shandong is a province with rich cultural resources, large-scale cultural industry and tourism. It has experienced the integration process of cultural industry and tourism for about 10 years. So the authors choose it as a case study area to evaluate the integration levels, classify the integration types, and try to forward practical policy measures. The authors establish a valuation system with 23 indicators, using a coupled coordinated dispatch model to quantify the integration of cultural industry and tourism in the province. The proposed policy measures aim to promote the development of cultural industrial and tourism as well as their substantial integration in the case area and other similar regions.
