Today, investment in the real economy is a widely discussed topic. There are multiple points of view on implementing this mechanism. For Russia, such investment and the mechanism behind are urgent issues, as the country's machinery, equipment, and transports are mostly worn beyond limits. This paper discusses the matter of production system reliability. It also dwells upon the problems lack of reliability may represent. The authors describe a fourstage investment risks assessment method. They thus propose a method for testing the feasibility of financing the setup and upgrade of a production system. The proposed mathematical model will help increase return on investment by taking into account the reliability of process systems.

Modern problems of domestic health care They lie in many factors. The main one is the underfunding of the compulsory medical insurance system, which is aggravated by participation in the financing of insurance medical organizations. The costs of maintaining and profiting HMOs have a negative impact on the amount of funds received by the health care system.

Subject. The article investigates the essence of control function of finance, its implementation in the system of economic relations, and application in the public administration sector. Objectives. The aim is to substantiate the thesis that it is necessary to develop theoretical approaches to the implementation of control function of finance to improve public administration in the Russian Federation. Methods. I employ universal methods of scientific knowledge, like analysis, synthesis, generalization, abstraction, and methods of modeling, induction and deduction. Results. The study indicates boundaries of the difference between audit and financial control, demonstrates options for using the opportunities provided by the control function of finance within the financial system of the Soviet Union and the financial system of a modern democratic federal State with a market economy. Using the case of the health care reform failure in the Russian Federation, I show a possible negative impact of the control function of finance, if incorrect approach to its implementation is applied. Conclusions. At present, it is impossible to implement the opportunities provided by the control function of finance in public administration in the Russian Federation, as there are no approaches to formulating the financial result of activities of institutions rendering public services. Nevertheless, it is necessary to apply certain methods to select optimal management decisions, since measuring the performance of public institutions in physical terms is either very cumbersome or impossible. I suggest using the experience of the Soviet Union in the development of financial indicators of enterprise performance.

In the article the authors proposed to consider the economic content of medical services from the points of view of the mutual influence of medicine and economics in the system of public relations; identified the factors determining the increasing influence of economic categories on the provision of medical services at the current stage of socio-economic development of the Russian Federation; analyzed the consequences of such increased influence on the quality of medical services. In particular, the authors noted that at the present stage there has been a tendency to absolutize the economic influence on medicine and grow it into the essence of medical service and healthcare in general. The authors justified that it is impossible to put an equal mark between a medical service and an economic service, since they are aimed at achieving different results. As the main result of the work, the authors made a conclusion that the current economic content of medical services in the country, including its legal regulation, both civil and administrative, does not fully meet both the needs of its consumers and the requirements of its providers. In this regard, the authors proposed to expand the range of economic instruments used to ensure high quality on the one hand, and on the other hand, accessibility of medical services.
