A mathematical model of the level of development of digital leadership in leading scientific and technological sectors has been proposed. The assessment is proposed to be carried out in five main areas, each of which includes both quantitative (for example, the share of modern (digital) training areas in the total number) and qualitative criteria (for example, the speed and effectiveness of interaction between the organization’s departments).Using the lower level of the hierarchy, the criteria of one direction are compared in pairs by the strength of their influence on the key direction as a whole. As a result, a matrix of pairwise comparisons is created. The level of development of digital leadership is characterized by an aggregated indicator calculated on the basis of the normalized matrix vector. The assessment methodology can be used both by organizations in the scientific and technical sectors (universities, institutes, research centers, etc.), and by government bodies responsible for the implementation of activities related to digitalization.
Due to the analysis of the functioning of the information systems of the Accounts Chamber of the Russian Federation, some problems were found: a substantial part of the accumulated data is outdated and needs clarification, storing data in different formats does not allow analyzing them and others. The key purpose of this work is to identify ways for improving external financial control through the implementation of digital technologies. The research methodology provides for two approaches of the digitalization of state financial control: development of existing information systems to improve their efficiency; creation of a unified digital environment — a digital platform of control bodies based on a transactional approach. According to the results of the study, the authors on the blockchain platform (Hyperledger) created a model of interaction between the Accounts Chamber and the Federal Treasury, the object of the control. On the other hand, the article focuses on the prospects for analysing information in real time, using machine learning. The theoretical and practical significance of the study is to justify the necessity for development a common vision of the functional architecture of solutions proposed by the internal and external financial control authorities.
The article presents the results of the analysis of the approved by law methodology for assessing the effectiveness of the implementation of state programs of the Russian Federation. The paper ascertains that the methodology has a number of shortcomings in terms of calculating individual indicators, does not take into account the industry specifics of measures. In order to eliminate the shortcomings of the current methodological base, the authors proposed an adjusted methodology for assessing efficiency, which involves the use of mathematical modeling methods, qualitative assessment criteria, modified coefficients. At the same time, the weighting coefficients of the main criteria of the method were revised – the study proposes to use the method of Saati hierarchies. The developed proposals are aimed at improving the accuracy and reliability of the results of assessing the effectiveness of government programs.
