The article highlights the problem of natural agricultural-land afforestation with insufficient forest cover of the area. The article purports to substantiate land consolidation aimed at the rationalisation of agricultural and forest land management in such conditions. The authors identify the main approaches to the issue of natural agricultural land afforestation. The afforested areas of agricultural land are suggested for redesignation as a forest resource as a result of a swap and reallotment of land plots. As an example, consolidation of available land, in the conditions of natural afforestation, has been accomplished based on a number of land masses in Chernihiv Oblast’, Ukraine. Resulting from the project implementation, better configuration and improved layout of agricultural land plots have been achieved, while the length and placement of country lanes have been optimized. The reforested agricultural areas within the specific land mass have been redesignated as a forest resource. The advantages and disadvantages of natural afforestation in land consolidation are identified in contrast to alternative approaches.The research findings can be used by territorial communities in the upgrade of land management practices, laying out and redesign of landscape parks and other nature conservation areas that include areas of business activity.
The spatial aspect of the challenge of the sustainable land tenure formation has been scrutinized in the article. There is a set of unresolved issues at the point where interests of land owners, land users and the government clash, that witnesses the absence of effective mechanisms of the formed land tenure system improvement. At the transition to the market relations, with the private land property environment, new effective approaches to land redistribution and rational land use support are necessary. The research objective is the development of a complex approach to the land tenure spatial improvement for the sustainable development. Substantiation is carried out for the transition economy with Ukraine as an example. Land redistribution aiming at urban settlement area optimization and agricultural land tenure in the context of the social environment and economic benefit has been substantiated. The effectiveness of the spatial land improvement in the context of the national and local budget land fee revenues has been substantiated.
The preconditions and general directions of inter economic land surveying in the modern conditions of Ukrainian in accordance to the perspectives of peer land exchange implementation have been analyzed. The measures, implementation of which is advisable based on peer land exchange as the key mechanism have been singled out and substantiated. According to the current legislation of Ukraine, the main types of documentation for land management, which may provide the peer land exchange are defined. Land exchange is a common way of streamlining existing land ownership and land use in domestic and foreign practice. In particular, an equivalent exchange is often aimed at regrouping a significant amount of land use in order to optimize their structure. At the present time, the coordination of the interests of landowners in the process of optimizing the multitude of land uses of settlements is of particular relevance. For example, there is a need to locate facilities that have environmental and social significance, improvement and changing boundaries of land management objects at different levels. In the context of certain tasks, given the legally defined issue of exchange agreements concluding, the settlement of the land exchange process requires a technical justification.
The tendencies of the land fund change during the last years are considered. An analysis of a number of normative documents was made to highlight the main problems in modern land use. A number of problems in the sphere of land relations during the period of land reform are listed. The systematic deforestation of protective forest stands, violation of the regime of land use within the boundaries of water protection zones and coastal protective bands is observed. In the article, an acute need to implement measures for the use and protection of lands with a view to meeting the set tasks within the territories, which are subjected to significant anthropogenic load as a result of population accumulation and high intensity of land use is highlighted. The need for comprehensive measures to develop and implement technical solutions for the rationalization of land use and land protection is argued in the article. The evaluation of the distribution of agricultural enterprises by the average area of agricultural and the share of the total area of agricultural land in Ukraine, which they occupy is presented. The dynamics of changes in the areas of agricultural land and arable land in their composition, as well as pastures, hayfields, deposits, and perennial plantations is investigated.
Land exchanges have been used around the world and are recognized as one of the principal ways of land reallocation. At the moment, placement of facilities and socially and environmentally important objects in the existing housing is of special importance in Ukraine. There is a need for finding ways of increasing the effectiveness of such projects with the help of peer exchange. With this aim, engineering solutions for the built-up land exchange should be found. Research, provided in this paper, aims at substantiating peer land plot exchange calculation at the inhabited locality improvement. Key factors defining value of the built-up land (or the land to be built-up) have been defined. Placement and physical characteristics, which should be taken into consideration to achieve the land exchange equality, have been singled out. Based on the existing calculation of peer agricultural land exchange in Ukraine a methodology for built-up (or to be built-up) land, which considers the peculiarities of the land usage, has been proposed. Calculation of peer built-up (or that to be built-up) urban land exchange has been presented. Technical data characterizing the main influence factors in the discourse of the provided land exchange approach have been offered. The calculation algorithm on the example of peer residential housing land plot exchange in Kyiv has been provided.
