Introduction. The socio-economic development of the Far East is a complex and long-term issue. It requires new priorities and prospective areas. The local gas industry can become such a development driver. It can trigger a breakthrough in the socio-economic development of the macroregion, but it needs large-scale strategic priorities and projects. The export of pipeline and compressed natural gas is one of such strategic directions. However, the region has to look for other prospective directions. The research objective was to define and substantiate such strategic opportunities for the development of the Far Eastern gas industry. Study objects and methods. The theoretical and methodological basis of the study relied on certain methodological provisions of industrial strategizing, e.g. OTSW analysis, which proved to be an effective tool for monitoring and justifying strategic opportunities. Results and discussion. The author identified strategic opportunities for the development of the Far East gas industry and came up with two strategic directions: 1) gasification of the Far East regions and 2) development of gas processing and gas chemistry production in the Far East. Conclusion. Further formation and implementation of strategic priorities in these areas will improve the gas industry in the Far East in the long run, while providing a multiplicative impulse of socio-economic development of the entire macroregion.
The authors explore efficient use of water resources as one of the strategic trends for development of the Kemerovo region which can be achieved by developing regional water supply and drainage systems. Thus, the purpose of the study is to define the major trends for long-term development strategies of water supply and drainage in Kuzbass which will take into account potential risks and strategic threats and which will be aimed at realization of strategic opportunities of the region. The study is based on Dr. V.L. Kvint’s theory of strategy and strategizing methodology. The authors analyze the original state of the regional water resources in dynamics, the structure of water use, global and regional trends which affect the global water resources (an increasing lack of water resources in the world, primarily), growing digitalization of water resources management systems, water supply and drainage systems, and they estimate their impact on Kuzbass water resources. The authors use the results of the analysis to determine the strategic trends for developing water supply and drainage in Kuzbass: creating strategic reserve of fresh water in Kuzbass, increasing reliability and energy efficiency of water supply and drainage system of Kuzbass, incorporating high technology into water supply and drainage system in Kuzbass, production of branded bottled drinking water in Kuzbass. Such strategic approach will provide for efficient use of water resources in the long-term perspective.
Since the second half of the XX century, the trend of globalization has increasingly led to the use of high-tech developments and innovations that make it possible to achieve strategic goals set at the national, regional, industrial or corporate level. All this requires carefully developed strategies that make allowance for global challenges which are based on advanced technologies that able to use them successfully as a competitive advantage at every stage of strategizing.Aim. The presented study aims to determine the role of advanced technologies in achieving strategic goals of great social significance.Tasks. The authors determine the correlation between the key elements of strategy, the process of finding and using advanced technologies in determining the development vector and achieving certain strategic goals; emphasize the importance of innovative technologies in development strategies; show that technology transfer is an efficient strategic tool for implementing advanced technologies to improve all aspects of the population’s quality of life (material, intellectual, emotional).Methods. This study is based on the general theory of strategy and strategizing methodology developed by the Center for Strategic Research of the Institute of Mathematical Research of Complex Systems and the Economic and Financial Strategy Department at Moscow School of Economics at Lomonosov Moscow State University. The strategic principles of developing practical strategic documents are considered. The study uses the methods of analysis and synthesis, analogy, comparison, generalization, induction and deduction.Results. The authors develop conceptual frameworks for finding, evaluating and implementing advanced technologies in strategizing. The study describes the role of advanced technologies in improving all aspects of the quality of life: material, intellectual and emotional.Conclusions. Advanced technologies play a crucial role in strategizing. Their application guarantees the achievement of the strategic goal of each strategy aimed at improving all aspects of the population’s quality of life (material, intellectual, emotional). At the same time, the strategic system for monitoring, finding and transferring technologies is designed to detect and use innovative developments in a timely manner to ensure effective achievement of this goal.
Topicality. The growing instability of economic systems, the transition of the global market space from a stationary state to a large extent during an extraordinary period are accompanied by an intensification of interregional and international competition for resources and factors of expanded reproduction. This is associated with such significant structural changes and transformations that they actualize the search and justification of new strategic vectors of socio-economic development of national economies for the period of “post-normality” and a longer extraordinary period. It is the application of an effective strategizing methodology that allows the developers of any strategy to focus on the search for new strategic opportunities and breakthrough transformations, focuses on determining and choosing the right and long-term vector of development of the strategizing object. The authors emphasize that “new horizons” strategies or innovative development strategies based on technological competitive advantages are the most effective, which, in the context of limited access to imports of high-tech developments and the impossibility of their cross-border transfer, in particular to Russia, forms a predominant focus on the avant-garde domestic technological developments in the justification of strategic priorities. This causes the activation of processes to form the national economy technological sovereignty and emphasizes its strategic importance. Aim. Determine the basic directions of strategizing the national economy during a period of burgeoning technological sovereignty. Tasks. Designate the strategic role of scientific and industrial sectors in the process of national economy transition to technological independence, formulate the financial and the human resources development aspects of strategizing the national economy during a period of burgeoning technological sovereignty. Methods. The scientific research is based on the general theory of Strategy and strategizing methodology developed by the Center for Strategic Research at the Institute of Mathematical Research of Complex Systems and the Economic and Financial Strategy Department at Moscow School of Economics at Lomonosov Moscow State University with the leadership of Foreign Member of the Russian Academy of Sciences, professor Vladimir L. Kvint. Results. The authors have shown the relationship between strategizing and the processes of formation the national economy technological sovereignty, clarified the role of industrial strategizing in the national economy during a period of burgeoning technological sovereignty, formulated key aspects of the financial strategy and the labor potential development strategy of the national economy during a period of burgeoning technological sovereignty. Conclusions. The process of forming the national economy during a period of burgeoning technological sovereignty must comply with the strategizing methodology, follow the long-term regulated stages and methodological principles for the development and implementation of an appropriate national strategy for the transition to technological independence. Particular attention should be paid to industrial and financial strategizing of the transition to technological independence and strategizing the labor potential development of the national economy during a period of burgeoning technological sovereignty.
