The article deals with the study of the ability of cash to be a multifunctional instrument of economic policy, propaganda and legalization of proceeds of crime. Based on the cash analysis of the Republic of Belarus, Georgia and Ukraine, the most common signs and images that increase the confidence of the population and form convictions about the stability of the currency have been identified. Cash has been found to be an instrument for promoting national history and achievements of the country for a long time, considerable territory and one-sided influence. The efficiency of using cash to reliably convey information and maximize its absorption by the population has been proved. The reasons, features and consequences of using cash as a tool for money laundering were investigated. The effect of the volume of cash in circulation on the level of the shadow economy on the example of different countries has been estimated. In the article, the authors argue that money is a useful tool for propaganda. They are a significant source of information about a particular country. Money can be used by the authorities of a particular country to create the necessary political narratives. This tool has a long period of influence, which is purposeful. The authors note that it is necessary to take into account inflation in the country in order to understand how long the population will use a particular denomination of money. The authors concluded that there is a different relationship between the level of shadowing of the economy and indicators of the state of money circulation. For most indicators, this relationship was linear. Calculations showed the absence of an asymmetric relationship between the indicators. For some countries (Belarus, Bulgaria, Georgia, Switzerland, Japan), the calculations showed a nonlinear relationship between the level of shadowing of the economy and the functioning of the domestic foreign exchange market.
The Constitution of Ukraine stipulates that an individual, his/her life, and health are the highest state social values. The authors highlighted that the health care system is the basis of social policy, national security, public health, and economic development. The current reformation of medical and legal reforms in Ukraine are fully covered by health legislation. In the context of these laws, the government promotes the development of private, communal, and state healthcare facilities. The authors noted that private medicine is snowballing in Ukraine, but the competitiveness of private health care facilities is insufficient in state medical reform. The study emphasized the absence of appropriate tools and mechanisms to motivate staff in private healthcare facilities. Based on the findings, the authors proposed introducing a set of evaluation indicators combined into a single integrated system – key performance indicators (KPIs), which would be the basis for calculating the bonus payroll. In turn, this system of material incentives should encourage medical staff to work effectively, be active, and initiative. The mechanism for developing a set of KPIs should be approved at the administration of the private health care facility. At the same time, medical workers of all levels must participate in KPIs elaborating. The indicators of medical care quality could be further used to improve healthcare, differentiated work assessment of medical staff, and healthcare facility in general, in accreditation and certification of private health care facilities. In the study, the authors formed and analyzed groups of indicators for different categories of the medical staff of private medical institutions. The obtained results showed that different bonus rates are needed to motivate employees at various levels to create an additional incentive to build a medical career. Thus, it could be argued that private healthcare facilities should develop motivation policy and strategy, revise system and forms of remuneration, improve the mechanism of motivation and incentives, focus on increasing competitiveness indicators in private medicine.
The reasons, features and consequences of using cash as a money laundering tool are studied. The most common schemes of money withdrawal to the shadow turnover and their volumes have been analysed. The need for systematic review and optimization of the legal regulations concerning cash turnover and cash instruments in accordance with the recommendations of relevant international institutions in the field of countering money laundering and terrorism financing has been proved. Tools for the management of cash turnover unshadowing with the aim of countering the use of cash in the shadow withdrawal of capital have been proposed. It has been established that legal instruments are basic for other groups of instruments, the administrative instruments are used in response to the detection of shadow cash transactions, and the economic and organizational instruments are applied to achieve the corresponding effects in the context of cash turnover unshadowing.

Accordingly, it proves once again that the managers of successful corporations and firms are well aware that today it is not enough to stimulate the labor activity of staff. In the conditions of rapid aging of knowledge, global innovative changes it is extremely important to ensure the subordination of motivational management to the tasks of continuous professional development of staff. The basic principles of motivation of professional development of employees are analyzed and the system of motivation of personnel of Azercell Telecom LLC is improved and it is determined that the company's activity fully provides professional development of personnel, which has a positive effect on motivation of all employees. Accordingly, the managers of successful corporations and firms are well aware that today it is not enough to stimulate staff work, because in the rapidly aging knowledge, global innovation change is extremely important to ensure the motivation of motivational management to continuous professional development.
