(1) The war in Ukraine has changed the normal life of every Ukrainian, including educators. For the fourth month, the educational process has been taking place under martial law. Thus, the task of every pedagogue and every university teacher is to start the educational process not only for the sake of knowledge, because you cannot deprive children of education, but also for the sake of psychological rehabilitation. The war has given an impetus to the radical renewal of education, particularly higher education, which determines the relevance of this study. (2) It is common knowledge that the professional pedagogical activity of a university teacher is of great significance to society. It is about the formation of a future specialist, whose level of qualification considerably affects the economic, political, social, and cultural component of the sustainable development of society, something which is especially relevant in the post-war period. (3) The research hypothesis is that renewing the potential of university teachers in the post-war period will allow the improvement of the educational process in universities, will significantly increase the level of professional training of students and will ensure the sustainable development of society. To examine this hypothesis, the professional and personal potential of teachers was studied in detail with the aim of understanding radical changes in approaches to methods, techniques, and forms of education, as well as the type and style of communication between teachers and students. (4) The research methodology comprised a survey conducted by the CAWI method using a structured questionnaire based on the respondents’ place of permanent residence. The sample totality was stratified according to the regions of Ukraine where the teachers work. Teachers of Ukrainian higher education institutions took part in the study. The study sample included 350 people. The main task of the study was to analyze the potential of university teachers in the pre-war and post-war periods. The other tasks the study undertakes are to propose the concept of professional unity of students and teachers of higher educational institutions and to consider reflection as a tool; a tool which is a cross-sectional, integrating factor that structures the education system in various types of professional activity. (5) The undoubted achievement of the work is that, for the first time, the state of higher education was analyzed under war conditions and its development in the post-war period was predicted. This will aid the country’s recovery and ensure the sustainable development of society in the post-war period. This study can complement and enhance the theoretical discussion and practical experience on sustainable development from the perspective of higher education.
Introduction. Under the conditions of the excessive lease of the agricultural land in Ukraine, leasing is identified as a tool for amalgamation of land parcels into one field. However, the consequences of excessive land lease by the agricultural enterprises are both positive and negative. Often the negative consequences of such leasing lack attention from the part of policy makers and scientists. The purpose of this study is to examine how the land administration system matches the land fragmentation and what problems are faced by agricultural enterprises when concluding lease contracts under the conditions of land fragmentation in Ukraine. Results. The obtained data testify that the land administration system in Ukraine has signs of transparency and efficiency. However, the system of land administration does not meet the requirements of the ownership fragmentation in land use of agricultural enterprises. Thus, the registration of lease rights to hundreds of the land parcels requires considerable costs and time. The long-lasting registration of the lease rights to the land parcels forces the lessees to use them illegally during the registration procedure. It has been determined that the expenditures on the registration of the lease right to the state-owned land parcel are much lower in comparison with the registration of private parcels. Conclusions. One of the ways to reduce the time and cost of the registration of land parcels and rights to them is to increase the size of the land parcel per one landowner, thus reducing the number of the leased parcels in the structure of the agricultural enterprise. It is convenient to introduce a special administrative service aimed at registering lease rights of agricultural enterprises.
The conditions of the functioning of state higher education institutions at the present stage of development of the Ukrainian economy require new approaches to solve the problem of the relationship between the volume of training of specialists with higher education and their employment in the sphere of economic activity. The purpose of this article was to provide theoretical substantiation and practical recommendations for the development of a higher education institution development strategy for making managerial innovative decisions on balancing the demand and supply of educational services in a competitive environment. The following methods were used in the study: abstract logical; comparative economic and system structural; statistical; sociological; modeling; the algorithm of practical application of the theory of constraints of systems; and the apparatus of the theory of fuzzy sets. Methodological approaches to the implementation of the optimal allocation of budget places of the university by means of a practical application of system restriction theory and fuzzy set theory were proposed. The result was the allocation of budgetary places, taking into account the demand for specialties in terms of the economic situation of the region, the demand in the labor market, the demand among entrants, and the proposal of the institution of higher education and the Ministry of Education and Science of Ukraine. It will make it possible to reach the optimum balance between demand for specialists in specific specialties and their supply. The practical value of the research results lies in the development and use of methodological provisions for forecasting the demand and supply of educational services of higher education institutions, which are means of prospective reflection, predicting the ways of further development of the higher education system and modeling of various options for its functioning.
Food security for the country in the framework of international and internal development should hold a leading position in the state policy of Ukraine. Accordingly, we have proposed an algorithm for state food security policy. It consists of six stages. The first stage involves the implementation of the concept of food security, the main efforts of which are to improve the legal and security of food security; increasing food quality control; development of sectoral agribusiness development programs; implementation of investor protection measures; optimization of the degree of foreign countries' involvement in their own food and export markets; preserving and developing the scientific potential of the agricultural sector, supporting scientific and technological progress; bringing consumption norms to science-based ones; maintaining the necessary level of food provision for different segments of the population through the implementation of social programs and the development of food banks.
The issue of motivating the labor personnel to work effectively has been studied. The views of the world scientific community on employee motivation have been analyzed. Motivation has been proved as a determining factor in ensuring the efficient and coordinated work of employees. The hypothesis has been put forward concerning the influence of such aspects of the labor activity as advanced training, a level of responsibility, work experience, promptness, quality of work, and labor intensity on the labor potential motivation. The degree of influence of these aspects of work is determined based on the method of pairwise comparisons. The reliability of the calculations was proved by determining the consistency of experts’ opinions based on Spearman's rank correlation methodology.
