The subject of the study is the rural territories and settlements of the country, which are influenced by the conflicting processes of reforming the economic basis of their development, which increases the uncertainty and causes the emergence of social risks in terms of organization of economic activity and obtaining the required level of labor income and, accordingly, the level and quality of life. The current transformational changes in rural areas, amid the processes of decentralization of the current management system, create new conditions that are more or less conducive to the successful organization of rural residents' livelihoods. The urgent task of today is to study the practical problem of the effective development of rural territories, the insufficiency of its development and the complex tasks of revitalization of rural territories of their resource potential in the context of intra-regional features of rural development, which is the basis for carrying out scientific research in accordance with these topics. The purpose of the study is to explore ways to solve problems of regional development, especially rural development, which has never been neglected by economic science, since sustainable development of the country and its regions is impossible without the social revival of the village. Also, a comprehensive theoretical and practical study of issues of management and state regulation of rural development, in particular, the substantiation of socio-economic and environmental problems of the development of the Ukrainian village, the isolation of rural areas, the formation of organizational and economic mechanism of state support for their development and implementation of modern state agricultural policy. Methodology. The problematic of the development of the potential of rural territories is based on the use of multifaceted scientific methods of knowledge of phenomena and processes. Application of statistical methodology in the process of analyzing the dynamics and tendencies of rural development, the effective functioning of agriculture, which is the basis for the study of problems of rural development in general. Economic and statistical research is based on specific techniques, their totality forms the methodology of statistics (methods of mass observations, groupings, generalizations, time series, index method, etc.). Results. In the conditions of formation of market relations in rural areas, especially in the period of economic instability in the country, the study of preconditions for ensuring balanced potential of rural development on the basis of internally oriented motivational factors, justification of priority types of economic activity of rural territories of the region with observance of ecological requirements becomes extremely relevant. One of the main areas to reform the regional development management mechanism is the development of local initiative. The practical implementation is to use the method of delegation of authority as one way of establishing the competence of local public authorities, which is an important part of the decentralization of the executive power, and is of great importance for all processes of the rule of law and, in particular, for improving the efficiency of the local government system. public authority. The Institute of Delegation of Authority in the current context is important for the functioning of public authority in rural areas. In addition, the introduction of a programmatic targeting method in the budgetary process of rural development will help to ensure transparency of the budgetary process, which will clearly define the goals and objectives for which the budgetary resources of the region are spent, which in turn will increase the level of control over the results of implementation of budgetary programs. This approach will improve the quality of fiscal policy-making, the efficiency of distribution and the use of budgetary resources in rural areas. Value/originality. State policy in Ukraine on regulating the potential of land relations should be aimed at solving the organizational and legal problems that have accumulated in recent years and to address the social negatives of land transformation in the countryside.
Abstract. The purpose of the research is to study problems of rural development management, to analyse the effectiveness of management of the resource potential of rural areas, and to study the socio-economic priorities of their development, as well as to determine the justified ways of their solution in modern conditions. Methodology. The system approach to studying the development of rural areas makes it possible to consider components in the relationship between themselves and interaction with components of other systems. The state, problems, and prospects of rural development management are considered. The necessity of significant changes in the state policy of rural management is determined. It is substantiated that the current trends in the development of rural areas of Ukraine take place in the direction of narrowing the sphere of application of labour and the mismatch of professional and skilled workers' quality to the needs of employers, and the growth of unemployment. The results showed that the revival of rural areas depends primarily on the level of economic development of the country. Multifunctional development of the village should be carried out taking into account the integrated approach to solving the problems of the agrarian complex, villages, rural areas in general, through the combination of interests of inhabitants of rural areas, rural communities, local government, and the state, applying social and economic levers of regulation of the relevant relations in conjunction with the organizational and legal ones. The subject of the research is the mechanisms for managing the development of rural areas. The emphasis is made on the imperfection of the modern mechanism of the financial and economic provision of rural development management, in particular, regarding the distribution of state budget funds in this area. The impact of a clear state policy that is aimed at supporting regional development is outlined. The importance of the issue of transferring significant powers and resources to places is investigated; there must be an active position and mutual responsibility of local self-government, local business, and civil society for the development of their territory. The main problem is outlined that the financial situation of rural residents in terms of the unstable development of all spheres of the country's economy is more complicated than that of the urban population. It is emphasized that the current state of social and economic infrastructure of rural areas confirms the existence of a deep crisis. The article examines the main elements of forming a strategy for the economic development of an agricultural enterprise. It is noted that in conditions of the market globalization and an unstable external and internal environment, in order to ensure the competitiveness of their own products, agricultural enterprises should use effective mechanisms of strategic management. Rapid changes in the market environment and the significant impact of scientific and technological development have increased the need for strategic management of agricultural business development. It was found that the systematicity and completeness of strategic planning are one of the important methodological elements in the process of scientific understanding, and the formation of a strategy for the economic development of an agricultural enterprise is a complex and multifaceted process. It is proved that the formation of the economic development strategy of the enterprises of the agrarian sector of the economy is a complex process that includes forecasting indicators of production intensification, which are based on the methods of economic analysis, in order to prevent possible threats, taking into account the need for resources, the evaluation of alternatives and high profitability. It was concluded that the strategy of economic development of an agricultural enterprise is one of the important prerequisites for increasing the level of its competitiveness. The use of new technologies, services, management methods for the purpose of qualitative changes in the technical and organizational policy of the enterprise is the basis of its economic development strategy, which creates competitive advantages. It is noted that increasing the quality of products and their attractiveness is one of the prerequisites for the formation of a modern strategy for the economic development of agrarian business structures. It was emphasized that expanding of own production and increasing of the market share, maintaining competitive advantages depends a lot on improving the quality of products. The basis for achieving sustainable financial results, profit maximization, and a good and reliable reputation among customers is solving the problem of improving product quality, which is an integral part of the company's development strategy. It is emphasized that the use of a balanced system of indicators in the strategic management system at the enterprise will allow to increase the effectiveness of strategic management at all its stages: starting from strategic analysis, strategy development, its implementation and ending with strategic control.
It has been substatiated in the article that renewable energy sources have recently become one of the important criteria for the sustainable development of rural areas. The emphasis is placed on the search for new and improved existing technologies for the production of alternative energy sources, expansion of their implementation areas. It is substantiated that the main reasons for such attention to the energy supply of rural territories are expected exhaustion of fossile fuels resourses, sharp increase in their prices, imperfections and low efficiency of their use technologies, harmful effects on the environment. It is shown that the situation of energy dependence can be changed by conducting the corresponding energy policy, improving the regulatory framework and attracting investment in the development of non-traditional and renewable energy sources. It is highlighted that Ukraine has sufficient opportunities to provide an adequate amount of biofuels, primarily through the use of biomass potential of agricultural crops and fast-growing energy crops. It is researched that in conditions of a complex socio-economic situation in Ukraine, a significant energy dependence on energy imports, the search for alternative energy sources is of particular relevance. It is estimated that Ukraine is among the dozens of countries - the largest consumers of energy resources, with a small share in the structure of the world's product. It is proved that energy saving today becomes one of the most important priorities of socio-economic development in the national and regional dimensions. The necessary condition for successful work in national and world agrarian markets is constant work on increasing the competitiveness of products, in particular, reducing its value by reducing the energy intensity of production. It is substantiated that agricultural producers are actively working on the issue of reducing energy consumption per unit of output. It is determined that the majority of these measures is aimed at increasing the productivity of agricultural crops, increasing productivity of the livestock sector, technical and technological re-equipment of the production process. It was emphasized that special attention should be paid to the branches of animal husbandry, because this industry is a serious source of alternative energy production. This applies not only the large live-stock producing agro-holdings but also the small households that operate in rural areas, for which live-stock production is subsidied by the state. Besides, it may become a source of energy supplies for their own needs as well. It was investigated that each year large livestock farms and poultry farms can receive environmentally friendly biofuels in an anaerobic way and significantly improve the quality of sewage. It is determined that thermal efficiency of cogeneration units of biogas production depends very much on equipment for electricity generation. For example, the use of gas-fired internal combustion engines has a thermal efficiency of 70% to 75%, while in the case of using gas turbines and boiler-wastes thermal efficiency can reach more than 90%. It is concluded that one of the ways to reduce the dependence on energy imports and to improve ecology in rural areas of Ukraine is to develop alternative energy generation in agro-industrial complex. Ukraine should create all opportunities for the development of innovative technologies for the implementation of renewable energy sources; to provide conditions for serial production and implementation of bioenergy facilities; to promote the formation of the equal competitive environment for different types of fuel. The purpose of this work is to develop a methodology for the systematic study of international labor migration in conditions of geo-economic transformations and to substantiate on this basis new conceptual principles for regulating international migration at the national, interstate and regional levels. Methodology. The current state and influence of geo-economic transformations on the processes of international migration of labor resources is analyzed. It is determined that the regional migration policy should help to maximize the benefits of human resource migration for the development of the region and the use of immigrants in the region as an economic resource of strategic importance in the conditions of geo-economic transformations. The results show that the intensification of international migration contributes to removing institutional barriers to international human mobility, but numerous crises (illegal migration, migrants' income going into the shadows, humanitarian problems, social and security tensions) demonstrate the deficiencies of the institutional environment of countries pursuing migration policies. It is emphasized that deepening economic integration in less developed regions of the world requires the construction of regional migration policy as an element of the geo-economic strategies of regional integration associations. Practical implications. The issue of institutionalization of the regulation of international migration flows at the global, regional and national levels with the definition of the peculiarities of regional migration policies of certain integration associations is investigated. It is noted that the annexation of Crimea and the military conflict in eastern Ukraine have a negative impact on migration processes, leading to large-scale population displacement, a deep economic crisis and the intensification of labor migration. Value/originality. It is indicated that the United Nations (UN) Sustainable Development Goals for 2016-2030 include overcoming poverty, hunger, quality education and gender equality, reducing inequalities between countries, ensuring environmental sustainability, building a peaceful and open society. An institutional model of regional migration policy of integration associations as a factor of geo-economic transformation was developed.
