The number offisherman in Japan is declining : As people currently involved in the fishery industry grow old and retire fewer and fbwer young people come into the industry to replace them and it is said that Japan may face a fisheries crisis within a few decades . Under these circumstances , it is important that the efficiency of coastal resource management be increased in order to conserve the present catch , This can be done with the help of infbrmation Technology . Scientific information about the spatial and temporary dynamic nature of marine habitats is especially important in coastal resource management and Geographic Information System ( GIS ) is a tool that can be used to assess and manage this kind of marine infbrmation . In order to get marine infbmlation fbr GIS e幵 ' ectively and emciently the authors have developed a general − purpose real − time sensor platf ( 〕 ml called " MovaCom ( Movable ⊆g 皿 puter ) " 」 n this paper , experimental data fbr a 3 − D topographic map of a seabed obtained by MovaCom combined with fishing echo sounder is reported to show the effectiveness of using MovaCom . The experimental data is in good agreement with measurements ofmulti − beam echo sounder and it is accurate to within approximately l m .

In our previous papers , we proposed a local roscue systom to avoid the misinformation and evaiuated the mobile devices , which can send the emergency signal w 曲 thc position infomlation . AlthGugh this rescue system is very usefu1 , it is not employed wide1 》-since the priority fbr such a rescue system is lower than the other day − use system . In this paper , we propose a fusion of the rcscue system and the monitoring system , whioh has boon in operation , to put the rescue system to practical uso , The experimcntal results show that the monito 血 lg system 孟 s suited for the rescue system and it is very effective to combine the mobile device and the safety jacket .
