A concept to assess the costs and benefits of renewable energy use and distributional effects among actors: The example of Germany

Abstract: This paper describes a concept for the detailed assessment of the costs and benefits of renewable energy technologies deployment. A first quantitative impact assessment of German renewable energy technologies use is conducted from a historical perspective based on this comprehensive method. It includes costs and benefits at three different levels -energy system, micro-and macro-economic. The findings suggest that, at the system level, the generation costs in the electricity and heat sector are partly compensat… Show more

“…RE impact the energy system by influencing costs of electricity and heat generation and costs in the transport sector. Moreover, RE lead to changes in the environmental impact of the energy system (by reducing GHG emissions as well as other air pollutants, but also by changing land use patterns) and affect security of supply (by reducing dependency on fossil fuel imports, yet also increasing flexibility requirements in the electricity sector [30,32,33]. On the energy system level, the following indicators can be teria on which our review and analysis relies on.…”

“…Given the importance of renewable energy and its related economic benefits, many studies with different geographical focuses have discussed the relationship between renewable energy and economic growth without assessing the value-added. Breitschopf et al (2016) covered the literature with regards to the impacts of renewable energy on employment opportunities. They extensively reviewed two different methods of estimating the relationship.…”

“…Taking into account the negative impacts of fossil electricity generation, which increases the vulnerability of public health facing environmental deterioration and climate change, can make it more expensive than other sources 14 . For example, the social costs of a renewable technology may be competitive or even smaller than the social costs of a fossil fueled technology, even if private costs of renewable technology are higher 15,16 . Consideration of external costs may make renewable electricity more attractive than fossil electricity generation.…”
