A land-use benefit evaluation system with case study verification

Abstract: In regional land-use planning, many different demands for often-limited land resources must be weighed against each other. Analysis of the benefits of different land-use types is of great significance in land-use design. However, a good evaluation methodology does not exist. To facilitate a comparative analysis of land-use benefits, this paper presents an evaluation system consisting of four steps: (1) Connotation dissection to determine the land-use benefits, (2) construction of a land-use benefit classificat… Show more

“…After the collapse of the planned economic system in Eastern Europe, as observed in several research studies addressing this issue [1,[14][15][16], the collective farm, which used to utilize the land of the area under examination from a multifunctional point of view [20][21][22], at least considering the three casual perspectives, i.e., economic, social and ethical, and environmental [7,34], was destroyed. Thus, as observed by researchers elsewhere [31][32][33], the multifunctional land use attributes started to diminish. After the collapse of the planned economic system in Lithuania, the newly restored state had to perform land reforms and run privatization processes, which were challenging, tricky and long-lasting, as stated in the literature [9,10], and in turn, these caused tremendous changes from both environmental, sociocultural and economic points of view.…”

“…Among the most recent relevant scientific findings, the multifunctional attitude toward sustainable land management has been addressed in several research studies [31][32][33]. For example, some researchers [31] focused on Mediterranean rural settlements, which face multiple environmental challenges, including the annual loss of farmland, climate change threats, and increasing resource consumption and demand, particularly for energy, which is crucial for development.…”

“…(1) Evaluation index system of land use efficiency With comprehensive reference to the existing relevant documents [29][30][31], based on the industrial classification system of the national economy, and combined with the rules of human production, life and ecological activities, the agricultural land benefit evaluation index system and non-agricultural land benefit evaluation index system are respectively constructed. Among them, the efficiency evaluation of agricultural land involve four indicators: the land average output value of primary industry, the average agricultural added value per land, the per capita disposable income of rural residents and the per capita consumption and expenditure of rural residents.…”
