A Military Effectiveness Analysis and Decision Making Framework for Naval Ship Design and Acquisition

Abstract: This research develops a new framework for performing military effectiveness analyses and design tradeoff decisions. It provides an extensive survey of literature for effectiveness analysis and multi-criteria decision making to develop a single consistent philosophy for such analyses. This philosophy is applied to a requirements and effectiveness analysis case study of a conventional submarine that is performed using Response Surface Methods to facilitate design space visualization and decision maker interactio… Show more

“…The performance module calculates the maximum surfaced range, the maximum submerged range at different speeds of advance, and the indiscretion rates (IRs) that correspond to those speeds. It also calculates the OMOE of the design, based on the relative weights as specified by the user (Hootman and Whitcomb 2005; Psallidas et al 2010).…”

“…The selection between different designs can be carried out using an OMOE and a structured analysis and multicriteria decision‐making process. Such a process and its corresponding analysis must be firmly grounded in the principles of systems engineering and it must have clear traceability back to the requirements that were established (Hootman and Whitcomb 2005).…”

“…John, et al, [1] proposed an information analysis and design approach to develop an efficient framework for decision-making systems of military vessels in 2005. This approach considered decision-making systems using Karush-Kuhn-Tucker (KKT) conditions.…”

“…Ele aponta que o AHP tem o mérito de capturar, através da opinião de especialistas, ao menos certa parcela dessas complexas interações. Já Hootman [26] frisa que a efetividade de um navio/submarino deve ser avaliada em termos de seu macrossistema. Ou seja, não basta que o submarino seja isoladamente considerado (i.e.…”
