Abstract. Enhancing resilience is critical for coastal urban systems to cope with and minimize flood disaster risks. Global increases in the frequency of floods is a major concern for many areas in Africa. In this regard, urban planners need increasingly accurate approaches to set up a standard for measuring the resilience to floods. In Morocco, this issue is still not fully covered by the scientific community, despite the obvious need for a new approach adapted to local conditions. Using three northern coastal municipalities, this study applied a composite index and geographic information system approach to measure and map resilience to floods. The approach is also based on a linear ranking of resilience parameters, offering a more optimal classification of spatial resilience variation. The findings allowed to identify specific areas with different resilience levels and revealed the relationship between urban dimensions and the flood resilience degree. This approach provides an efficient decision support tool to facilitate flood risk management especially in terms of prioritization of protective actions.

Framework of Spatial Flood Risk Assessment for a Case Study in Quang Binh Province, Vietnam

Vietnam has been extensively affected by floods, suffering heavy losses in human life and property. While the Vietnamese government has focused on structural measures of flood defence such as levees and early warning systems, the country still lacks flood risk assessment methodologies and frameworks at local and national levels. In response to this gap, this study developed a flood risk assessment framework that uses historical flood mark data and a high-resolution digital elevation model to create an inundation map, then combined this map with exposure and vulnerability data to develop a holistic flood risk assessment map. The case study is the October 2010 flood event in Quang Binh province, which caused 74 deaths, 210 injuries, 188,628 flooded properties, 9019 ha of submerged and damaged agricultural land, and widespread damages to canals, levees, and roads. The final flood risk map showed a total inundation area of 64,348 ha, in which 8.3% area of low risk, 16.3% area of medium risk, 12.0% area of high risk, 37.1% area of very high risk, and 26.2% area of extremely high risk. The holistic flood risk assessment map of Quang Binh province is a valuable tool and source for flood preparedness activities at the local scale.

As negative impacts of climate change tend to increase in the future, densely-populated cities especially need to take action on being robust against natural hazards. Consequently, there is a growing interest from scientists in measuring the climate resilience of cities and regions. However, current measurements are usually assessed on administrative levels, not covering potential hotspots of hazardous or sensitive areas. The main aim of this paper focusses on the measurement of climate resilience in the City of Dortmund, Germany, using Geographic Information Systems (GIS). Based on a literature review, we identified five essential components of climate resilience and initially designed a theoretical framework of 18 indicators. Since climate resilience is still a vague concept in scientific discourses, we implemented local expert knowledge and fuzzy logic modelling into our analysis. The benefit of this study not only lies in the fine-scale application, but also in the relevance for multiple disciplines by integrating social and ecological factors. We conclude that climate resilience varies within the city pattern, with the urban core tending to be less resilient than its surrounding districts. As almost the entire geodata set used is freely available, the presented indicators and methods are to a certain degree applicable to comparable cities.
