A never-ending debate: demand versus supply water policies. A CGE analysis for Catalonia

Abstract: Water scarcity is a long-standing problem in Catalonia, as there are significant differences in the spatial and temporal distribution of water throughout the territory. There has consequently been a debate for many years about whether the solution to water scarcity must be considered in terms of efficiency or equity, the role that the public sector must play and the role that market-based instruments should play in water management. “…Small wetlands and riparian ecosystems have formed along some irrigation conveyance systems, which would also be threated if water is reallocated from agriculture. Llop and Ponce‐Alifonso have taken a first step toward establishing the trade‐offs between economic benefits and the environment under different reallocation schemes using a computable general equilibrium (CGE) model with an ecological sector.…”

“…Water is not only important as an input but also as an environmental resource. For instance, specifying an ecological sector that absorbs the difference between total water endowment and water use by consumers and producers enables an evaluation of the environmental implications of different supply and demand side water policies [e.g., Llop and Ponce‐Alifonso , ].…”

“…To achieve the goal of effective water-saving, the first condition is to make reasonable water resource management policy design and policy choice. However, water resource management is not simply a natural science issue, but also a social science issue (Llop & Ponce-Alifonso, 2012). Water resource management policy will have a variety of complex effects on macro-economy, resources and environment, and policy stakeholders.…”
