INTRODUCTION: Over the years, mankind has been in contact with several viruses, which have threatened human existence by becoming pandemics such as influenza in 1918. However, in January 2020, the Chinese Centre for Disease Control and Prevention identified SARS-CoV-2 as the etiological agent of the 2019 coronavirus. So far it is known that 5% of patients with severe COVID-19 will require attention in intensive care units. To this end, critical care nursing staff use the nursing care process to prioritize the care of the critically ill patient. OBJECTIVE: To develop a nursing care plan by analyzing a clinical case of an adult patient with a diagnosis of COVID-19. METHODOLOGY: The case of a patient with a diagnosis of COVID-19 was analyzed to develop a nursing care process using the taxonomies of the North American Nursing Diagnosis Association, Nursing Interventions Classification and Nursing Outcomes Classification. Documentary research was carried out through a literature search in databases such as: Scielo, Medicgraphic, Google Scholar and PubMed. RESULTS: Three real nursing diagnoses and seven risk diagnoses were identified. The priority nursing diagnostic label based on Maslow's pyramid of needs was deterioration of related gas exchange. CONCLUSIONS: The critical care nurse takes a leading role in the care of patients with a diagnosis of COVID-19, the development of the nursing care process contributes to providing quality care focused on the well-being of the user.

Aim This study aims to explore nursing emergency management system under public health emergencies. Design A descriptive qualitative study. Method Semi‐structured interviews were conducted during March–November 2020 with 11 nursing emergency management administrators from 11 COVID‐19 designated hospitals and infectious disease hospitals under four administrative divisions in China, who were recruited through convenience and purposive sampling. Interviews were audio‐recorded and transcribed. Data were analysed with Braun and Clarke's inductive thematic analysis. The study adhered to the Consolidated Criteria for Reporting Qualitative Research. Results Three main themes emerged from data analysis: (1) Five core elements of nursing emergency management system: Structure, Staff, System, Setting, and Supply (5S); (2) Four phases of nursing emergency management system: Reduction, Readiness, Response and Recovery (4R); and (3) operational process of nursing emergency management system (5S*4R). The findings generated a conceptual model of a nursing emergency management system. Public Contribution This study provides a theoretical basis for nursing emergency management system for public health emergencies in the future. Nurse administrators could refer to this model to either review or develop their system and develop viable interventions to prepare for future public health emergencies.

Emergency resource allocation considering the heterogeneity of affected areas during the COVID-19 pandemic in China

The scientific allocation of emergency resources is crucial to ensure the success of COVID-19 relief operations. However, the heterogeneity of epidemic areas has an important impact on the allocation of emergency resources. Although it is a crucial topic, there has been limited research that considers the heterogeneity of affected areas in the emergency resource allocation. To bridge the gap, this study proposes a multi-period optimal allocation model of emergency resources considering the heterogeneity of affected areas, which aims to make the allocation of resources more equitable, efficient and economical. Then, a typical and representative case of emergency medical resource allocation in Hubei Province, China (where the epidemic occurred earlier and was seriously affected by COVID-19), was selected for a simulation study to verify the effectiveness and feasibility of the proposed model and method. The study finds that considering the heterogeneity such as disaster coefficient and demand urgency in different disaster stricken areas in emergency resource allocation can minimize the negative impact of resource shortfalls, especially in the early period of relief operations with insufficient resource supply. In addition, the proposed model can optimize multi-period emergency resource allocation by simultaneously considering time (efficiency criterion), cost (economic criterion), and loss(equity criterion), which is in line with the actual needs of emergency rescue to the COVID-19 epidemic. The results of this study can be effectively applied to the multi-period optimal allocation of emergency resources for large-scale public health emergencies, and providing insights for the government and relevant management departments to formulate emergency resource allocation policies and plans.
