A risk-reduction framework for urban cultural heritage: a comparative study on Italian historic centres

Abstract: PurposeThe purpose of this paper is to present and validate a large-scale methodology for risk assessment and management in cultural heritage sites, taking into account their specific tangible or intangible values. Emphasis is given to historic centres that are key resources in building resilience to disasters but are also highly vulnerable due to several factors, such as the characteristics of the built environment, the community and social life, the lack of risk awareness and maintenance and finally the poor… Show more

“…Some excluded publications have case study implementations similar to the HUL approach but no reference to the Recommendation (Taha, 2014;Siravo, 2015). Some correctly refer to the HUL approach, but their focus shifted in the implementation phase (Psarra, 2018;De Medici et al, 2018;Berg, 2018;Moertiningsih et al, 2020;Garau, 2020;Hussein et al, 2020;Dhingra & Chattopadhyay, 2021;Kashihara, 2021;Klingmann, 2021;Giuliani et al, 2021). The 29 remaining publications reference the Recommendation, comprehend the approach, implement it in some cases, and develop proposals to improve implementation.…”

“…The debate also presents an empirical approach to the challenges of disaster risks and climatic hazards, with many authors developing specific studies and tools with the aim of understanding and increasing resilience levels within specific case-studies, with the main goal of risk prevention and the elaboration of mitigation strategies [16,35,[42][43][44][45] The importance of local architecture preservation is the main approach within this speech, often associated with the bonds that buildings represent towards the preservation of specific cultural and natural characteristics of a community [46,47]. The authors of [41,48] define the sense of belonging and local identity as the link between inhabitants and a physical space, introducing the idea of "place attachment" and local communities as the safeguard of important values such as authenticity and identity, seen by the literature as intangible aspects of heritage.…”

“…Concerning the role of cultural resilience in the face of urban sustainability and climate change, and the aim of overcoming its challenges, cultural heritage is often presented as a very valuable resource. Additionally, other topics, such as food heritage [46,56] and ecosystem services [57][58][59], are studied as tools for urban public health improvement, achieved by giving more attention to the specific environmental characteristics of heritage cities and its impact on local residents [60].…”

“…Notably, this shift explicitly recognises the importance and role of CH in DRM. It attempts to reduce overall disaster risk to those CH sites [12], in which contemporary scholars are exploring the integration of CH into the broader concept of DRM both conceptually [15] and practically [16,17].…”
