A Study on Land Utilization and Landowners' Intention in City Center after Disaster

Abstract

This study clarifies the actual situation of land utilization in the city center of Ishinomaki City after the Great East Japan Earthquake. It consists of the investigations of both the actual land utilization and the intention of vacant lots' owners, which bring useful result to promote the land utilization. As a result, the authors revealed following tendencies of land utilization. First, the lots which are utilized or intended to utilize are mainly owned by local government or temples, more than 300m 2 , and owned by large land holders. Second, the lots of which inundation height was less than 1.0m are used by private owners, whereas those of which inundation height was more than 3.0m are used for public projects. Third, the lots of which inundation height was 1.0 to 3.0m are tend to be unused. However, since landowners are willing to rent or sell their land under certain conditions, it is important to fulfill them.
