E-government has become a strategic tool for managing public administration. It makes it possible to improve interoperability between government's computer systems agencies. Taking profit to technological advances, notably the internet and web services, it has been associated with service-oriented architectures (SOA). Serviceoriented e-government has thus grown rapidly in developed countries. He has also gradually established itself in many projects in developing countries to take advantage to the economic benefits derived from SOA. However, when the activity of stakeholders becomes important in an e-government based on SOA, the scalability becomes a major challenge. This is even more striking in developing countries, which suffer from less robust infrastructures and poor energy supply. The scalability has its origins mainly in dynamic service composition operations. This is why this work proposes to improve the dynamic service composition layer to deal with the scalability in case of service-oriented e-government in developing countries. This makes it possible to construct and dynamically enrich each system with a service composition server, a registry and a library of requests associated with their composite services. Thus, each system checks its ability to process a request locally before sending it to a higherlevel system. The paper demonstrates that using this participatory approach, the latency of the majority of end-user requests is significantly shortened. Beyond this important aspect, our approach can provide with a good solution for Cameroon suffer from infrastructural insufficiency and energy instability. The evaluation of this architecture gave us satisfactory results.

With the increasing adoption of business models relaying on Cloud Computing, digital platforms and servitization, IT providers have been transforming their solutions into services-based, having as a goal facilitating their binding to clients' applications. In this formed wide and open service-oriented environment, classical static services binding approaches are limited to support the business dynamics of Virtual Organizations (VO). As services would assure VO members' systems operation, a bad services selection may hazard that. We argue, though, that services selection criteria, largely based on QoS and costs, are not enough to provide higher confidence to VO members when selecting services from such open ecosystem of service providers. In this line, this paper proposes a more comprehensive and multi-criteria decision-making model for dynamic services discovery. A prototype has been implemented and results are discussed.

Clustering and Association Rules for Web Service Discovery and Recommendation: A Systematic Literature Review

The purpose of this study is to identify, summarize, and systematically compare various clustering and association rule techniques for web service discovery and recommendation, identify the most common data sets used in the extant literature, and highlight current trends and future research directions. Following the methodology of Kitchenham and Charters (Guidelines for performing Systematic Literature reviews in Software Engineering, 2007) for a systematic literature review (SLR), a set of research questions are designed. Six digital databases are searched. A total of 4581 papers were initially retrieved, and a rigorous two-stage scanning process resulted in 66 relevant papers. Based on the selection criteria and data extraction, 57 final studies were selected. These papers are summarized and compared, and the relevant information is extracted to answer the research questions. The synthesis resulted in knowledge of currently proposed methods for web service discovery and recommendation based on clustering and association rule techniques. Furthermore, it identifies algorithms, similarity measures, evaluation metrics, and data sets. Also identifies challenges, research gaps, trends, and future directions. We propose a classification of web service discovery and recommendation methods and map the 57 final selected papers into these classes. This review will help researchers to understand the current state-of-the-art in clustering and association rules techniques for web service discovery and recommendation, and also recognize trends and future directions for improvement. Future studies should broaden the basis of discovery and recommendation by including various types of web service descriptions including plain text that are currently used in web APIs. An opportunity for improvement by utilizing modern techniques based on big data analytics and social network analysis.
