The adoption of genomic technology and the use of improved seeds are expected to improve timber productivity in Alberta. However, this improvement will need to take place within the confines of the public-private nature of the sector where 93% of the total forest area is publicly owned. The purpose of this study is to explore the extent to which a timber harvest policy known as the allowable cut effect can affect the welfare outcomes of adopting genomics-assisted tree breeding. Using the forest industry of Alberta as the empirical setting, the economic returns to the adoption of this new breeding technology in lodgepole pine (Pinus contorta Dougl. ex Loud. var. latifolia Engelm.) and white spruce (Picea glauca (Moench) Voss) are calculated by estimating a timber supply model and a spatial equilibrium model. Under certain policy and technology improvement scenarios, the economic returns are negative, which would result in non-adoption of the technology. However, under other feasible conditions, the payoffs of genomics-assisted tree breeding research are large and positive. These results illustrate the important role that government policies can have on the returns to adopting new technologies.

The forest complex of Russia is not among the advanced sectors of the country's economy, despite the great potential predetermined by the vast territory covered by Russian forests. The article discusses the two most important documents of the current agenda for the development of the forest complex of Russia: The Strategy for the Development of the Forest Complex of the Russian Federation until 2030 and the May Decree of the President of the Russian Federation of 2018. It is concluded that achieving the goals of advanced development of the country's economy laid down in the May Decree only substantial financial costs, but also new approaches to solving old industry problems. Nevertheless, the federal project "Forest conservation" of the national project "Ecology" is mainly focused on overcoming the lag in the infrastructure provision of forest protection and reforestation measures. However, other, primarily institutional, problems remain beyond the framework of state forest policy. It is shown that for the successful implementation of the policy of reforming the Russian forest complex aimed at achieving the goals of sustainable forest management, it will be necessary to continue the work on improving the content of the activities laid down in the federal project. The corresponding proposals for achieving the goals of the May 2018 Decree regarding the conservation of forests are formulated.

Abstract. China has become the largest importer of roundwood and lumber products in recent years. In this study, the degree of competition among major supplying countries in China's import market is measured through the inverse residual demand elasticity over 1995-2015. Time-series properties of the data are considered through the autoregressive distributed lag model. The analysis reveals that market power exists in roundwood and lumber markets for a few supplying countries. The suppliers in the lumber import market have more market power than those in the roundwood market. Individual countries with substantial market power have more fluctuations in trading volumes.
