A vulnerability analysis for the management of and response to the COVID-19 epidemic in the second most populous state in Brazil

Abstract: The COVID-19 pandemic has the potential to affect all individuals, however in a heterogeneous way. In this sense, identifying specificities of each location is essential to minimize the damage caused by the disease. Therefore, the aim of this research was to assess the vulnerability of the 853 municipalities in the second most populous state in Brazil, Minas Gerais (MG), in order to direct public policies. Then, an epidemiological study was carried out based on Multi-Criteria Decision Analysis (MCDA) using ind… Show more

“…In 2012, Minas Gerais occupied the 9th position in the national ranking of urbanization, which corroborates the state's greater vulnerability to the disease. However, in addition to extension, other factors influence vulnerability to the disease, such as education, sanitation, and development indicators (34). Thus, the state of MG has one of the best rates of education, economy, work, and income when compared to other states in the country (22) and that contributes to reduce the state's vulnerability to COVID-19.…”

“…On the other hand, like most developing countries, Brazil has tested little when compared to developed countries and for the state of MG this reality is no different. The state has the third lowest number of tests per 100,000 inhabitants, a fact that contributed to the failure in the identification of potential transmitters and in counting the number of reported cases, leading to underreporting of the disease, especially when adding possible underreporting for different causes (34).…”

“…As per the current understanding of the COVID‐19, several parameters have been identified to affect its lethality and infection (Campos et al., 2020; Imdad et al., 2021; Mishra, Gayen, & Haque, 2020; Rahman, Islam, & Islam, 2020, 2021). These include various hazard, biophysical, and socioeconomic parameters, determining an area's actual risk to COVID‐19 disease (WHO, 2019).…”

“…RT-PCR was used for COVID-19 which is between 59 and 60% in frequency. This means that 43 per cent of patients with SAR-CoV-2 infection will become permanently infected following diagnosis (Benedetti et al, 2020;Campos et al, 2020;Chan et al, 2020;Yang et al, 2020b). This incoherent sensitivity can be due to patients who are tracked at an early stage of the disease when the virus load is below the detection level and the RT-PCR sample preparation is not correct.…”
