Federally funded housing buyout programs are the dominant method of government-supported retreat in the United States. Done correctly, buyouts can reduce pre-disaster vulnerability and facilitate post-disaster recovery. However, the success of buyout programs hinges on successful coordination and implementation by local administrators, who represent buyout participants, manage the buyout process at the community level, and connect them to state and federal resources. Because of this, trust between local administrators and the members of their communities is crucial for project participation and successful outcomes. While local administrators play a critical role in the buyout program, their role in building trust throughout the process has been an understudied aspect of the buyout literature. To address this gap, our paper looks at the conditions following Hurricane Matthew’s landfall in North Carolina, USA in 2016 through in-depth interviews with 18 local HMGP administrators, and an analysis of over 300 local newspaper articles to analyze how trust is built and lost in the buyout process. Our findings indicate that a lack of program clarity, unclear communication about the program’s guidelines across all levels of governments, and extended timeframes deteriorated public trust in a manner that hindered program success and diminished program results.

This article examines the roles that governors play in disaster recovery, a topic that remains underemphasized in both the research and practice-based literature. In order to more fully explore these roles, we interviewed former Governors James B. Hunt, Jr. (D-NC) and Haley Barbour, (R-MS), who were in office following Hurricanes Floyd (1999) and Katrina (2005) respectivelytwo events that represent the costliest disasters in the history of both states. Interview questions were framed across three dimensions of disaster recovery: The rules governing disaster assistance and the degree to which associated programs and policies address local needs, the timing of disaster assistance, and the level of horizontal and vertical integration across organizations that deliver disaster assistance. Additional questions focused on gubernatorial leadership and planning for recovery. Based on the findings, we posit a number of policy recommendations, next steps, and future areas of study. Las preguntas de las entrevistas fueron redactadas bas andose en tres dimensiones de recuperaci on despu es de los desastres: las reglas que rigen sobre la asistencia a desastres y el grado al que los programas y políticas asociadas cubren las necesidades locales, la cronología de la asistencia a desastres y el nivel de integraci on horizontal y vertical entre las organizaciones que proveen asistencia a desastres. Las preguntas adicionales estaban enfocadas en el liderazgo gubernamental y la planeaci on para la recuperaci on. Bas andose en estos hallazgos, proponemos un cierto n umero de recomendaciones políticas, pasos a seguir y areas futuras de estudio.
