The overall aim of this research is the prevention of environmental risk and impact, through the establishment of a present-day environmental observatory centre, equipped with an intelligent monitoring, management and evaluating system. Detecting the environmental pollutants in a timely manner (forecasting), potentially related to adverse health effects while their frequency appears to have increased, shall contribute crucially to avoiding or reducing further inhabitants' exposure to pollutants in high environmental charging areas. A plurality of data will be collected and analyzed in the pilot Observatory. All these data will be gathered by measuring various environmental parameters (physicochemical, microbiological, ionized and not ionized radiation, dust, noise), a number of which will be transmitted wireless from small scale monitoring stations. The data base (territorial distribution of samples, number and frequency of sampling, analyze results, toxicity and risk indicators of environmental pollutants), will be enriched daily/weekly, with satellite data, meteorological data and satellite photographs (image analysis). With the collection, processing and analysis of measured values for various kinds of pollutants from environmental overloaded surfaces, useful conclusions are drawn regarding to the "pollution tendency" in every different area and the possible effects on human in combination with geography and geomorphology. With the use of artificial intelligence (AI) in human body simulators (whole body phantom models) we intend to make a more accurate qualitative and quantitative forecast: worst-best scenario, about as the life quality for residents-who may be exposed to the pollutants-as the direct or indirect medium to long-term adverse effects.

Although snow cover is studied as an efficient scavenger for atmospheric mercury (Hg), up to now little is known about Hg behaviour in urban snow cover impacted by thermal power plants (TPPs) during the winter heating season. This study is focused on quantification of Hg in the particulate phase in snow cover and estimation of atmospheric particulate Hg (HgP) depositional fluxes around urban TPPs in cities of Omsk, Kemerovo, Yurga, Tomsk (the south part of Western Siberia, Russia) to provide new insight into Hg occurrence in urban snow. The results demonstrate that the mean Hg content in the particulate phase of snow varied from 0.139 to 0.205mg kg-1, possibly depending on thermal power of TPPs and fuel type used. The estimated mean atmospheric HgP depositional fluxes ranged from 6.6 to 73.1 mg km-2 d-1. Around thermal power plants atmospheric HgP depositional flux was controlled by particulate load. Higher Hg contents in the particulate phase of snow and higher atmospheric HgP depositional fluxes observed in relation to the background values, as well as high enrichment factors determined for Hg in the particulate phase of snow relative to the mean Hg content in the Earth’s crust showed that the snow pollution with Hg is of anthropogenic origin. The coexistence of Hg and S observed for the particulate phase of snow indicated the possible presence of mercury sulfide in this phase. The parameters like Hg content in the particulate phase of snow and HgP atmospheric flux can be used as markers for the identification of coal combustion emission sources.

The aim of this study was to select chemical species characterized by distinctly different proportions in natural and anthropogenic particulate matter that could be used as tracers for air pollutant sources. The end-member mixing approach, based on the observation that the chemical species in snow closely correlated with land use are those that exhibit differences in concentrations across the different types of anthropogenic wastes, was used for source apportionment. The concentrations of Si and Fe normalized to Al were used as tracers in the mixing equations. Mixing diagrams showed that the major pollution sources (in descending order) are oil, coal, and wood combustion. The traces of several minor sources, such as aluminum production plants, pulp and paper mills, steel rust, and natural aluminosilicates, were also detected. It was found that the fingerprint of diesel engines on snow is similar to that of oil combustion; thus, future research of the role of diesel engines in air pollution will be needed. The insufficient precision of source apportionment is probably due to different combinations of pollution sources in different areas. Thus, principles for the delineation of areas affected by different source combinations should be the subject of further studies.
