An Approach to Design a Composite Index of Economic Development and Identifying the Bounds of its Levels

Abstract: Paper considers the task of assessment of regions' economic development level using composite index assessment technology. It is proposed to design composite index by block convolution of two groups of partial indicators. First group contains indicators measured in absolute scale. Second group consists of relative measures of dynamics. For each group we proposed own procedure for data normalization and own method for data convolution in partial composite index. The procedure for identification of intervals' bo… Show more

“…The standardised coefficients s ik μ could be applied in the processes of implementation of the regional policy measures as the weight factor, which could balance the effect of the regional policy utilization in different regions within or outside the clusters. These coefficients also can be combined with composite index assessment technology, which is applied as the approach to determining the levels of economic development of the regions in Ukraine [11].…”

“…The problems of estimating and classifying of regional development disparities, and some approaches to assessing the economic development levels, are discussed in [6]- [11]. Also, different clustering techniques, including fuzzy approaches, based on fuzzy sets theory of L. Zadeh [12], are presented in [13]- [18].…”

“…Another way to take into account the multidimensionality for the description of regional development processes is to use the technology of comprehensive index assessment [28][29][30][31][32][33]. The vast majority of scientists' approaches in the presented studies are focused on designing a composite indicator of economic development by linear convolution of a set of quantitatively measured indicators.…”

“…Among the shortcomings, it is worth noting the lack of consideration of the weight of the initial indicators or proper justification of the proposed weights, which in most cases it is proposed to determine the expert method. Besides, either a linear relationship between the values of the composite indicator and these levels, or a desirability scale without proper conversion of the original data is usually used to interpret the results and establish levels of economic development [31].…”
